Born on January 20, 1985 in Tokyo, Japan, she attended Gakushuin University before commencing her career in voice acting. Inoue is affiliated with Aoni Production, a Japanese talent agency representing a number of prolific voice actors and actresses. Her career kicked off when she was chosen out of 2,000 people during Sony Music Entertainment Japan's 'Gonna be a star' auditions. Her first significant breakthrough came when she secured the title role in the OVA Le Portrait de Petit Cossette. Her vocal talents can be appreciated in popular anime like Attack on Titan as Armin Arlert, My Hero Academia as Momo Yaoyorozu, Gurren Lagann as Yoko Littner, and others. Moreover, she is involved in video games voicing, with her roles varying from Arknights as Pallas, Persona 3 Portable as the female protagonist to Honkai Impact 3rd as Elysia.
