In a world of espionage and deception, MI6 agent James Bond (James Bond) is dispatched to the frozen tundra of Siberia with a dual mission: to locate the remains of his fallen colleague, 003, and recover a Soviet microchip rumored to be in possession of rogue government contractor Zorin Industries. Back at Q's laboratory, the brilliant inventor analyzes the microchip, revealing it to be a copy designed to withstand an electromagnetic pulse, a technological marvel made possible by Zorin Industries' cutting-edge innovations.

As Bond delves deeper into the mystery, he finds himself at Ascot Racecourse, observing the enigmatic Max Zorin (Max Zorin), owner of Zorin Industries. Sir Godfrey Tibbett (Sir Godfrey Tibbett), a seasoned racehorse trainer and MI6 agent, is convinced that Zorin's horses are being drugged to ensure their consistent victories, despite tests proving otherwise. Through Tibbett, Bond meets French private detective Achille Aubergine (Achille Aubergine), who warns him of an imminent horse sale hosted by Zorin later in the month. Over dinner at the iconic Eiffel Tower, Aubergine becomes a victim of May Day's deadly precision, sent by Zorin to eliminate any potential threats.

Bond and Tibbett travel to Zorin's estate for the highly anticipated horse sale, where they are met with an air of mystery and deceit. Bond is intrigued by a woman who rebuffs his advances, only to discover that Zorin has written her a check for $5 million. As night falls, Bond and Tibbett infiltrate Zorin's laboratory, uncovering the sinister truth: Zorin has been implanting adrenaline-releasing devices in his horses to enhance their performance. However, his plan is foiled when he recognizes Bond as an MI6 agent and orders May Day to assassinate Tibbett. Zorin's actions are confronted by General Gogol of the KGB, revealing that Zorin was initially trained and financed by the KGB but has since gone rogue.

As tensions escalate, Bond travels to San Francisco, where he meets CIA agent Chuck Lee (Chuck Lee), who sheds light on Zorin's troubled past. According to Lee, Zorin is the product of medical experimentation with steroids performed by Dr. Carl Mortner, a former Nazi scientist turned veterinarian and racehorse-breeding consultant. Bond's investigation leads him to an oil rig owned by Zorin, where he discovers KGB agent Pola Ivanova (Pola Ivanova) recording conversations and her partner setting explosives on the rig. In a tense standoff, Ivanova's partner, Klottoff, is killed, but Ivanova and Bond manage to escape. Later, Ivanova finds herself in possession of the recording, only to discover that Bond had cleverly switched tapes, leaving her with nothing but empty air.

As Bond delves deeper into his investigation, he tracks down State Geologist Stacey Sutton (character A), a woman with secrets of her own, only to discover that Zorin has been secretly manipulating her family oil business. The two travel to San Francisco City Hall, where they attempt to expose Zorin's nefarious plans by scrutinizing his submitted proposals. However, their presence is anticipated by the cunning villain, who sets in motion a deadly trap. With the Chief Geologist eliminated and the building ablaze, Bond and Stacey are forced to flee from the police, commandeering a fire engine as they make their daring escape.

Their infiltration of Zorin's mine reveals a sinister plot to unleash catastrophe upon Silicon Valley by detonating explosives beneath the Hayward and San Andreas faults, causing them to flood and submerge the region. Furthermore, a larger bomb has been planted to destroy a geological lock that prevents these seismic events from occurring simultaneously. As tensions rise, Zorin and his ruthless security chief Scarpine seal off the mine, killing the workers in the process. Stacey manages to escape, while Bond finds himself embroiled in a brutal battle with May Day. It is only when he realizes Zorin has abandoned her that she joins forces with Bond, helping him disable the larger bomb by attaching it to a handcar and riding it out of the mine as it explodes, claiming the lives of those trapped within.

As Zorin's airship takes to the skies, piloted by Scarpine and Mortner, he makes a bold move by abducting Stacey. Bond seizes the opportunity to board the airship, securing his grip on its mooring rope. Zorin attempts to dislodge him, but Bond cleverly moors the airship to the framework of the iconic Golden Gate Bridge. Stacey finds her chance to strike back against Zorin and joins forces with Bond, taking down Mortner and Scarpine in the ensuing chaos. The two flee the airship as it is set adrift, leaving Zorin to his own demise. The villain's ultimate defeat comes at the hands of his own handiwork, as he falls to his death from the bridge. Mortner, now desperate, attempts to kill Bond with a bomb, but the secret agent outwits him, severing the airship's mooring line and sending it plummeting towards its doom, taking Scarpine and Mortner with it. In recognition of his bravery and cunning, Gogol awards Bond the prestigious Order of Lenin for foiling Zorin's diabolical scheme.
