Eight years after the dramatic takedown of the notorious crime lord Fouchet, Miami PD detectives Mike Lowrey and Marcus Burnett find themselves embroiled in a complex investigation into the illicit ecstasy trade thriving within the vibrant city of Miami. Their mission leads them to unexpected territory when they infiltrate a Klan meeting, only to uncover that the group is merely acting as buyers rather than the suppliers they initially thought. A communication blunder results in a delay for the city’s Tactical Narcotics Team (TNT), forcing Mike and Marcus to engage in chaotic gunfire with the Klansmen, culminating in a comedic mishap where Mike accidentally shoots Marcus in the buttocks.

This reckless adventure intensifies Marcus’ inner turmoil, as he grapples with his feelings about continuing his partnership with Mike. Complicating matters further, Mike has secretly begun dating Syd, the younger sister of Marcus. As the tension simmers, Marcus is on the verge of transferring out of the TNT Unit but is waiting for just the right moment to broach the news with Mike. Unbeknownst to both partners, Syd is embedded undercover with the DEA, posing as a money launderer tied to a branch of the Russian mafia that is heavily involved in Miami’s drug operations. Determined to save Syd, Mike and Marcus swiftly assemble a covert team comprised of DEA agents, TNT operatives, and connections from Captain Howard’s network with the CIA. The Coast Guard facilitates their infiltration a few miles offshore from Cuba, allowing them to ally with fellow officer Vargas’s brother, Tito, who leads a local underground resistance group named Alpha 66. Tito provides crucial support with firearms, access to a clandestine network of tunnels, and detailed schematics of Tapia’s sprawling mansion.

The unfolding rescue mission leads Mike, Marcus, and their allies into a high-octane raid on Tapia’s heavily fortified mansion. They successfully extract Syd while also planting a massive explosive device that obliterates the mansion upon their exit. In a harrowing escape aboard a stolen yellow Hummer H2, the group finds themselves pursued by Tapia, who has survived the chaos.
