In a world where precision and discipline reign supreme, Joe (Nicolas Cage) has honed his craft as a freelance contract killer, operating within the boundaries of his own rigid code. This enigmatic figure moves unseen, residing in seclusion, communicating only through intermediaries, and executing his missions with military-like efficiency. His modus operandi is to recruit and then eliminate local accomplices, utilizing multiple aliases and intricate networks to ensure his anonymity.

Having recently completed a high-stakes assignment in Prague, where he eliminated a mob informant from the shadows of a police station, Joe travels to Bangkok to take on one final job - a quadruple hit orchestrated by the notorious crime lord Surat (Nirattisai Kaljaruek). This assignment marks the culmination of his career, with retirement and financial security beckoning in the aftermath.

As Joe navigates the bustling streets of Bangkok, he assumes a new identity, renting a secluded mansion that provides him with the perfect refuge. He soon finds himself paired with Kong (Shahkrit Yamnarm), a talented young pickpocket who has mastered the art of thievery on the city's tourist-filled markets. Impressed by Kong's skills and simple English proficiency, Joe hires him as his go-between, guaranteeing a month-long contract that stipulates their interactions remain strictly professional.

The contracts themselves are transmitted via a nightclub dancer named Aom (Panward Hemmanee), who receives marked currency notes from Kong in exchange for the package. As Joe meticulously tracks down his targets, he demonstrates an uncanny ability to anticipate and adapt, leveraging his mastery of surveillance and precision marksmanship to execute his hits.

The first execution takes place on a motorcycle, as Joe exploits the momentary pause at a red light to eliminate all occupants with ruthless efficiency using his trusty MAC-11. This calculated strike serves as a harbinger of the meticulously planned assassinations that will unfold in the days to come, as Joe's reputation for precision and stealth is cemented in the city's criminal underworld.

As Kong's rapport with Aom deepens, he gains access to crucial intel on the second target, which he retrieves via their clandestine exchanges. The unlikely duo's interactions become increasingly cordial, fostering a sense of camaraderie that belies their disparate roles. Upon obtaining the second briefcase, Kong finds himself beset by muggers, but his combat prowess allows him to fend off the attackers and deliver the package to Joe, despite its having been compromised in the melee.

Unsatisfied with Kong's assistance, Joe weighs the option of eliminating him, yet ultimately decides to take on a mentorship role, training Kong in self-defense techniques. This decision stems from Joe's recognition of a latent quality in Kong that resonates with his own troubled past. Through their training sessions, Kong learns the fundamentals of hand-to-hand combat, marksmanship, and strategic manipulation of his surroundings.

Before embarking on his next mission, Kong reveals to Joe that the target is Pramod Juntasa, a notorious gang lord and sex trafficker who peddles vulnerable young girls to wealthy patrons. Joe infiltrates Juntasa's penthouse lair, ultimately drowning him in his own pool. The aftermath of this hit sees Joe establishing a connection with Fon (Charlie Yeung), a deaf-mute pharmacist whose empathetic nature captivates him during a chance consultation.

Joe returns to the pharmacy to extend an invitation for dinner, marking the beginning of their romantic entanglement. However, their relationship is tragically cut short when Joe must take down two assailants in Fon's presence, leaving her traumatized by the violent confrontation and its aftermath. Unable to forgive Joe's brutal actions, Fon distances herself from him.

As Joe prepares for his third kill, he becomes aware of an attempt to identify him via surveillance on Kong. Recognizing the threat, Kong abandons the briefcase as instructed by Joe, who then warns Surat of the impending danger. For the third execution, which takes place at the Damnoen Saduak floating market, Kong provides backup for Joe. Although the operation initially falters, Joe manages to apprehend and eliminate his target, a playboy with ties to the criminal underworld.

In a poignant moment before embarking on his final mission, Joe pays Fon a visit, ostensibly to bid her farewell. Initially rebuffed, he begins to depart, only for Fon to chase after his departing vehicle in a desperate attempt to reconnect.

As Joe closes in on his fourth target, the revered Prime Minister of Thailand, he is suddenly struck by a surge of doubt, prompting him to abandon his initial plan and flee into the chaos of a panicking crowd. This unexpected turn of events has far-reaching consequences, as it sets in motion a chain reaction that puts Joe's own life at risk.

Meanwhile, Surat's ruthless gang has taken Aom and Kong hostage, with plans to brutally execute them. As Joe faces off against his pursuers at his home, he is forced to use his cunning and explosive expertise to take down four of Surat's henchmen. With the choice between rescuing Kong or fleeing the country weighing heavily on his mind, Joe decides to put himself in harm's way by saving his friend.

With a wounded attacker in tow, Joe sets out to infiltrate Surat's stronghold, determined to liberate Kong and Aom from their captors. In a violent showdown, he takes down most of the gang, including Surat's loyal under-boss/bodyguard, who meets a gruesome demise courtesy of a well-placed explosive blast. With Kong and Aom safely in hand, Joe faces off against the remaining gang members, including Surat himself.

As the authorities close in, Joe finds himself cornered by his arch-nemesis, with only one bullet left to his name. In a shocking act of defiance, he chooses to take his own life and that of Surat's, effectively ending their twisted game of cat and mouse once and for all.
