Who rules the dazzling metropolis of Gran Tesoro?
As the Straw Hat Pirates dock at Gran Tesoro, an extravagant city of luxury presided over by the elusive Gild Tesoro, they are welcomed with open arms by the sly concierge, Baccarat. Extending a red-carpet VIP treatment, she provides them with opulent lodgings and unlimited access to the city’s most lavish attractions. The pirates revel in their fame, raking in a substantial fortune at the casino tables before they are ushered into an exclusive VIP lounge to meet Tesoro himself. However, the night takes a sharp turn as Baccarat unveils her true intentions, utilizing her Devil Fruit powers to drain Luffy of his luck, leaving him defenseless against her scheming.
Outraged by this betrayal, the Straw Hats refuse to give in and part with their hard-earned wealth, igniting a fierce confrontation with Baccarat and Tesoro, alongside their loyal henchmen Mr. Tanaka and Dice. Despite their valiant attempts to counterattack, the pirates find themselves outmatched, ultimately leading to Zoro’s capture as Tesoro manipulates the scattered gold dust to ensnare him.
With a pressure-cooking deadline looming, Tesoro issues a grim ultimatum: if the Straw Hats do not settle their substantial debt by midnight the next day, Zoro will be executed. Meanwhile, Nami’s former ally, Carina, comes into play—bringing essential knowledge about the inner workings of Gran Tesoro and aligning herself with the pirates. It becomes increasingly apparent that Tesoro has enslaved the citizens of the city, forcing them into servitude under his oppressive regime.
In retaliation, Tesoro appeals to the World Government, dispatching CP-0 agent Spandam to rally forces against the Straw Hats. The following day, the pirates, alongside Carina, concoct a daring plan to steal funds from the city’s main hotel, where they discover the majority of the inhabitants remain captive under Tesoro’s vipers’ grasp. Splitting into two teams, Luffy and Franky navigate the hotel’s exterior, aiming to disable its surveillance systems and gain access to its core operations.
Though they successfully disable the monitoring setup, their actions catch the attention of security. Tesoro and Tanaka soon confront them, restraining Luffy with golden shackles and sending him and Franky plummeting into the perilous Golden Prison, a vast chamber filled exclusively with gold dust. As they traverse the hazardous plumbing system alongside Raise Max, a clever gambler and Revolutionary Army veteran, they find themselves careening toward a seawater pipeline, which holds the key to washing away the gold dust that has entrapped Luffy.
Meanwhile, the remaining Straw Hats, along with Carina’s allies, infiltrate the treasure chamber, only to discover that they have fallen into Tesoro’s cunningly laid trap. Unbeknownst to them, Tesoro has been keeping tabs on their every movement and prepares to unleash a torrent of seawater to doom Luffy and Franky. However, Carina’s group demonstrates their real intentions: they have skillfully orchestrated events to bring forth the seawater, ultimately liberating the city’s inhabitants from Tesoro’s mental manipulation.
Emerging victorious from their watery struggle, Luffy and Franky regroup with the rest of the Straw Hats as Gran Tesoro’s citizens rise up against their tyrant. Nevertheless, Tesoro, undeterred by the revolt, dons a suit of golden armor and pilots an enormous golem. The Straw Hats engage in a fierce showdown against Tesoro’s forces, with Luffy doggedly pursuing the crafty pirate.
Just when it seems Luffy is on the verge of delivering a decisive blow to Tesoro, reinforcements arrive—Marine forces led by the formidable Rob Lucci. In the ensuing chaos, Spandam seizes Luffy, but Sabo intervenes, thwarting Lucci’s agenda and allowing Luffy a moment to breathe.
As tensions ease, the Straw Hats triumph over Baccarat, Tanaka, and Dice. Luffy unleashes Gear Four, creating devastating havoc against Tesoro’s golem, transforming it into a liquid gold prison that encapsulates everyone except himself. Refusing to give in, Tesoro retaliates with a colossal tendril of gold aimed at Luffy, only for the young pirate to strike it down, leading to Tesoro’s ultimate defeat.
With Tesoro sent flying toward the Marine fleet, where he faces imminent arrest, the Straw Hats exhale a sigh of relief as the grip of gold loosens. Yet, their jubilation is abruptly cut short when Gran Tesoro activates its self-destruct mechanism. Carina decides to stay behind while her comrades escape, only to discover that the countdown was a deceitful ploy, and she now holds dominion over the fabled city. As the Straw Hats sail away, pursued by the Marine fleet, they catch a final glimpse of Carina’s Gran Tesoro fading into the distance, leaving its fate shrouded in uncertainty.
