In the bustling metropolis, a string of daring heists along the venerable 51 bus route has the authorities in a frenzy. Captain Harris (G.W. Bailey) and Lieutenant Proctor (Lance Kinsey) conduct a high-stakes stakeout at a local bank, but the cunning Wilson Heights gang - comprised of the deadly accurate Ace (Gerrit Graham), the acrobatic Flash (Brian Seeman), and the hulking Ox (Darwyn Swalve) - proves to be an elusive quarry.

Meanwhile, the mayor’s office is abuzz with frustration as the city’s top brass - including Commissioner Hurst (George R. Robertson) - face a dressing-down for their precinct’s sluggish response to the crime spree. The governor intervenes, dispatching Commandant Lassard (George Gaynes), a seasoned operative tasked with bringing the perpetrators to justice. In a tense meeting, the mayor orders Harris and Hurst to collaborate with Lassard in apprehending the gang.

Lassard assembles a crack team of seven officers, each with their unique set of skills: gentle giant Hightower (Bubba Smith), trigger-happy Tackleberry (David Graf), human sound effects master Jones (Michael Winslow), passive-aggressive Hooks (Marion Ramsey), tough and alluring Callahan (Leslie Easterbrook), accident-prone Fackler (Bruce Mahler), and Lassard’s nephew, Nick (Matt McCoy) from Miami.

Upon arriving at the site of the gang’s latest brazen heist - a bank - the police academy team uncovers tantalizing clues suggesting that the Wilson Heights gang is being masterminded by a mysterious puppeteer. After canvassing the neighborhood for any information on the gang with limited success, Nick stumbles upon a report detailing an antique diamond en route to a museum, and conceives a plan to use it as bait. However, the robbers outsmart them once more by drilling a hole in the truck and making their escape through the city’s sewer system.

Nick then decides to go undercover to gather intelligence on possible hideouts, but Harris insists on taking the lead, only to botch the operation when Proctor accidentally sends him tumbling over the balcony. Commandant Lassard and his team are subsequently suspended pending an investigation after jewelry from their latest heist is found in Lassard’s office.

Undeterred, the team decides to clear Lassard’s name by solving the crimes themselves. Through a series of meticulous investigations, Hooks gains access to sensitive data files on a computer, allowing Nick to deduce that the robberies are intentionally targeting properties along the old bus route, with the goal of driving down property values before the city announces its new replacement line system. The team also uncovers evidence suggesting that someone within the police department is leaking information to the criminals, giving them an unfair advantage in their cat-and-mouse game.

As the city succumbed to an inky blackness, the police academy’s finest descended upon the Wilson Heights gang, with Tackleberry (actor name) delivering a crushing blow to Ace, Jones taking down Flash with ease, and Hightower emerging victorious against Ox. Meanwhile, Nick embarked on a dogged pursuit of the gang’s elusive leader. The high-stakes chase culminated in a dramatic showdown at Commissioner Hurst’s office, where a surprise twist awaited: an impostor masquerading as the top cop.

However, the real Commissioner Hurst soon arrived to expose the charlatan, revealing that the mastermind behind the chaos was none other than the unsuspecting Mayor himself. Cornered and caught red-handed, the Mayor confessed that Captain Harris had inadvertently been feeding him vital information during their regular meetings, unwittingly paving the way for a lucrative property empire. With his duplicity exposed, the Mayor apologized to Lassard and reinstated him and his team, bestowing upon them a commemorative plaque in recognition of their bravery.

As the ceremony drew to a close, Captain Harris’s indignation reached new heights when he was ceremoniously lifted away by a gaggle of balloons tied to his chair, leaving behind a sea of laughter and applause.
