In the aftermath of Police Inspector Rakesh Kadam's tragic demise, his bereaved wife Megha and young son Nitin are left reeling from the devastating loss. As the news of Kadam's alleged corruption spreads like wildfire, Megha becomes obsessed with proving her husband's innocence, convinced that he was framed by cunning gangster Jaykant Shikre (Prakash Raj). Her fervent pursuit of justice leads her to implore a Central Bureau of Investigation (CBI) inquiry, but her pleas are met with deafening silence.

Meanwhile, in the small village of Shivgad, located on the borders of Maharashtra and Karnataka, a local hero emerges in the form of Inspector Bajirao Singham (Ajay Devgn). A fair-minded and modest lawman, Singham is respected by his community for his unwavering commitment to justice. His recent romance with stunning Kavya Bhosle (Kajal Aggarwal) has only strengthened his resolve to serve and protect the people of Shivgad.

When Jaykant's refusal to present himself at Shivgad Police Station sparks a confrontation with Singham, the local hero proves more than a match for the gangster's army of goons. Humbled and humiliated, Jaykant retreats to Goa, where he plots his revenge with impunity, using his vast network of goons, corrupt politicians, and senior police officers.

As Megha continues her tireless efforts to clear her husband's name, she faces scorn and ridicule at every turn, her quest for justice repeatedly thwarted by Jaykant's deep pockets. Her path finally intersects with Singham's when she seeks his help in arguing her case before the commissioner. Though initially sympathetic to her plight, Singham is shocked by the lack of evidence against Jaykant and the brazen corruption that surrounds him.

Undeterred, Megha's determination inspires Singham to take a stand against Jaykant's machinations. Refusing to back down, Singham turns the tables on his nemesis, planting evidence to arrest Jaykant's goons and bring them to justice. When his seniors order him to release the suspects, Singham refuses, insisting on written confirmation of their orders. Threatened with dismissal, Singham finds unexpected support from his local station staff, who rally behind his crusade to cleanse the city of corruption.

As the plot unfolds, the cunning Jaykant orchestrates a sinister move by kidnapping Kavya's sister Anjali and extorting a ransom from her father. Singham, ever vigilant and steadfast in his pursuit of justice, discovers this heinous act and accompanies Kavya's father to the predetermined location for the ransom drop. With Anjali safely back in her family's arms, Singham apprehends the culprit and, through him, tracks down Jaykant himself. This bold move earns Singham a call from the state minister, who offers him a coveted spot at a prestigious training academy - a proposal that Singham wisely recognizes as a ploy to rid the department of his tenacious presence and protect Jaykant's nefarious activities.

Singham, undeterred by this attempted manipulation, rejects the offer with contempt and walks away with the unwavering support of his staff and team. Meanwhile, Jaykant capitalizes on his political influence, emerging victorious in the elections and subsequently issuing transfer orders for Singham - a move that leaves the latter seething with frustration at being unable to bring Jaykant to justice.

In a bold display of defiance, Singham takes his concerns directly to the Goa DCP at a high-profile police function. With unbridled passion, he exposes the rampant corruption and abuse of power by Jaykant, who uses his position to manipulate the department for personal gain. The DCP, moved by Singham's conviction, throws his full weight behind the determined officer.

In a stunning turn of events, the entire police department bands together to apprehend Jaykant and then stages an elaborate ruse, pretending that he has taken his own life in despair. However, this ruse is soon foiled when they capture Jaykant's right-hand man and extract a damning confession that not only reveals Jaykant's true nature as a ruthless opportunist but also clears the name of the previously maligned Kadam.
