In this gripping tale, the story unfolds against the backdrop of the 1993 Mumbai blasts, where a series of 12 bomb attacks rocked the city. The film centers on DCP Veer “Surya” Sooryavanshi, portrayed by Akshay Kumar, whose world is turned upside down when he learns that his parents were victims of the tragedy. As he delves deeper into the case, Surya discovers that the notorious Omar Hafeez, played by Jackie Shroff, a terror chief based in Pakistan-occupied Kashmir (POK), is orchestrating renewed attacks.

Omar seeks vengeance for the historical injustices stemming from the Partition and has created a covert network of 40 terrorists, disguising themselves as ordinary citizens to carry out further bombings post the 2007 26/11 Attacks. Among them is his son Riyaz Hafeez, portrayed by Abhimanyu Singh, who has been operating under an alias for over a decade in India. Surya embarks on a mission to thwart these sinister plots, navigating through deception and betrayal.

While on a critical operation in Jaisalmer, Surya, alongside his dedicated team, which includes Inspector Tara Manchandani played by Niharica Raizada, Senior Inspector Vivan Singh portrayed by Vivan Bhatena, and Umakant Bhide, apprehends Riyaz. Under interrogation, Riyaz divulges his long-standing presence in the country and his involvement in numerous attacks. Simultaneously, Surya’s senior, Kabir Shroff, brings unsettling news of a massive stockpile of RDX hidden within India’s borders, directly linked to the earlier bombings.

Amidst the chaos, Surya reflects on his strained relationship with his wife, Ria Gupta, brought to life by Katrina Kaif. Once deeply in love, their life was shattered after a tragic incident involving their son Aryan. As the tale progresses, the investigation leads Surya to an Islamic school in Mumbai, run by Kadar Usmani, fearlessly portrayed by Gulshan Grover, who is entangled in the terrorist web.

Through twists and turns, Surya’s relentless pursuit of justice grows urgent as he and his team race against time to prevent a devastating attack orchestrated by Omar and his sleeper cells. When the threats escalate, Surya collaborates with the formidable DCP Bajirao Singham, played by Ajay Devgn, and Sangram “Simmba” Bhalerao, portrayed by Ranveer Singh, merging their forces to dismantle the terror plot.
