Tasked with maintaining order between the Tung Fung Benevolent Association and the Fukienese Dragons, Chen balances his commitment to justice with a covert loyalty to informants Uncle Benny Wong and Lieutenant Henry Lee. When a catastrophic explosion rocks Chinatown, Chen is forced into an uneasy alliance with Detective Danny Wallace, not realizing that Wallace is secretly assigned to Internal Affairs to keep tabs on him. Wallace’s agenda remains hidden from both Chen and the gang unit, as he misleadingly claims his involvement is purely to expedite his rise within the ranks.
As the underlying tension escalates, Chen’s quick action during a botched police raid on a Fukienese brothel triggers a series of consequential events. Wallace, now acutely aware of his dependency on Chen, takes advantage of the situation to orchestrate a drug bust, unaware that an undercover FBI agent is tangled in the operation. The fallout with the FBI due to his interference ignites Lee’s further scheming, leading to Wallace being introduced to Uncle Benny. Sensing an opportunity, Uncle Benny leverages Wallace’s position within the Asian Gang Unit by alerting him to a hidden prostitution ring, which earns Wallace a commendation for bravery, but leaves Chen suspicious about Wallace’s true alignment.
As the initial trust begins to crumble, Chen and Wallace’s paths cross frequently, breeding doubt regarding Lee’s motives and inciting mutual distrust. While both agents hold a shared enmity toward the Fukienese, neither realizes that Lee has formed a strategic alliance with Bobby Vu, the leader of the Tung Fung tong. Additionally, both Lee and Vu are aware of the undercover FBI agent operating within their drug enterprise and have resolved to eliminate him. In a tense moment, while surveilling a drug deal, they unwittingly witness a savage clash between the Tong gang and the FBI, resulting in Chen facing scrutiny for derailing the operation. This incident cements their silent pact to uphold secrecy, agreeing to consult one another before disclosing anything to the FBI.
Tragically, their newfound alliance soon faces a dire test as the FBI uncovers Wallace’s actual roles within the unit and threatens to reveal his identity unless he agrees to spy on Chen. In the midst of this turmoil, one of Chen’s informants becomes a witness to Vu’s cold-blooded murder of Uncle Benny, prompting Chen to inform the District Attorney about the Tongs, who intends to apply RICO’s anti-racketeering laws against them. As tensions escalate further, the DA, the FBI, and both Wallace and Chen decide to hold their plans back to catch Vu in the act.
In a dramatic twist, Lee exposes Wallace’s true identity to Chen, leading to a volatile confrontation during a nighttime sting operation. In a moment of rage and betrayal, Chen aims his weapon at Wallace, but after a heated exchange, Wallace manages to reassess the situation and together, they engage in a ferocious battle against the Dragons. When the confrontation quiets, Chen heroically saves Wallace from Vu’s gunfire, resulting in his own untimely death. Overcome with rage, Wallace retaliates against Vu, avenging Chen’s murder. In the aftermath, Wallace steadfastly maintains that Chen’s noble actions cost him his life as a dedicated officer.
Days later, Wallace orchestrates the arrest of Lee, effectively dismantling the Tong gang’s dominion. Chen is honored with a proper funeral, with Wallace proudly participating in the procession as a tribute to his brave partner’s legacy.
