In a dystopian America ravaged by war, climate devastation, and political strife, the once-thriving nation is now a barren landscape devoid of resources. The Humanity Bureau, a ruthless agency, enforces efficiency with an iron fist, condemning those deemed unproductive to the desolate city of New Eden, where they will meet a grim fate. Noah Kross (actor name), a tenacious agent of the Bureau, is tasked with deporting Chester Hills, a former governor of Colorado, who now languishes in misery. When asked why he refuses to abandon his squalid existence for the supposed utopia of New Eden, he cryptically reveals that he possesses "the truth." In a flash, he turns on Kross and the hotel manager, firing a shotgun wildly before Noah takes him down in self-defense.

Kross's assignment is next: evaluating Rachel Weller (actor name), a struggling single mother, and her young son Lucas. Though beset by hardship, they refuse to surrender to the Bureau's demands, choosing instead to cling to their tenuous existence. Moved by their plight, Kross delays submitting his report, allowing Lucas to perform at a musical recital the following day. This small act of defiance sparks outrage within the Bureau and draws the attention of Kross's superior, Adam (actor name), who places him under scrutiny.

Rachel's resistance to relocation, coupled with Chester's enigmatic words, fuels Kross's curiosity about New Eden. A defense contractor working for the Bureau slips him a memory card, further piquing his interest in the mysterious city. The next day, Kross attends Lucas's recital, and after spending a poignant evening with the family, he finds himself torn between his duty to the Bureau and his growing empathy for these desperate individuals.

When Kross wakes up the following morning, he's met with an unexpected surprise: Rachel is being held hostage by Adam. In a daring move, Lucas, armed with nothing but a BB gun, shoots Adam in the eye, allowing the trio to make their escape. As they flee from the Bureau's pursuit, they find refuge at a small gas station, where Kross must confront the harsh reality of his canceled credit card and the bleak future that awaits him if he fails.

As Kross demands gasoline at gunpoint, the owner, sensing the desperation in his eyes, offers to assist their flight by deliberately crashing his truck into the Bureau's vehicles. The collision sets off a chain reaction, as Kross and his companions escape into the unknown.

Back at the Bureau, Adam is reprimanded for his failure to apprehend Kross, while the director unveils a chilling package containing what appears to be dust, revealing a child's tooth within. This macabre gesture serves as a stark warning: if Adam fails again, he will meet a similar fate in New Eden, a place where the Bureau disposes of those deemed unproductive – a grim reminder that the line between efficiency and extermination is perilously thin.

With this newfound understanding, Kross becomes determined to rescue Lucas and Rachel, and together they embark on a treacherous journey to uncover the truth behind New Eden.

As the unmarked station wagon navigates the desolate terrain, Kross (character name not provided) seizes control of their journey, abandoning the Bureau's vehicle for a chance at freedom. The discovery of a mysterious individual who claims to possess knowledge of a northward route sparks cautious optimism. However, upon meeting this enigmatic figure, Kross and his companions are met with a stark reality: the path to Canada is fraught with perilous radiation, a warning that no one who ventures forth ever returns.

Undeterred, Kross acquires a geiger counter and iodine tablets from the man, as well as a rabbit's foot to serve as a symbol of good luck for the arduous trek ahead. Along the route, they encounter an ominous drone scanning the landscape for Kross' presence. As frustration mounts, Kross and Rachel (character name not provided) grow increasingly agitated, their tension eventually boiling over into a heated argument.

The catalyst for this confrontation lies in Kross' revelation: he knows the true identity of Rachel Weller, and the woman they've been traveling with is an imposter. A flashback reveals that years ago, during a Bureau investigation, Kross had a personal connection with the real Rachel, resulting in the conception of Lucas (character name not provided). When a devastating famine struck, Rachel's desperation led her to attempt to sell their child, an act that ultimately proved fatal for her.

Amanda, the neighbor who discovered Rachel's plan, engaged in a violent altercation over this betrayal, leading to Rachel's tragic demise. In a twist of fate, Amanda assumed Rachel's identity and raised Lucas as her own, hiding the truth from Kross and the world.

As they navigate the treacherous landscape, the trio evades capture by the Bureau, eventually arriving at a nuclear power plant deemed highly irradiated by their mysterious guide. However, upon using their geiger counter, they discover that the warning was merely a scare tactic, designed to deter would-be refugees from fleeing north.

Their journey ultimately culminates at the border, where Agent Adam (character name not provided) and his cohorts finally catch up with Kross. In a shocking turn of events, Adam kills Rachel, demanding the memory card as compensation for her life. Kross agrees to relinquish the card in exchange for Lucas' safety, only to discover that it contains nothing but empty footage.

As Adam executes Kross, Lucas makes a desperate bid for freedom, fleeing from his father's final moments. The Canadian authorities subsequently apprehend the Bureau agents, leaving Agent Porter (character name not provided) as the sole survivor. In a devastating twist, Porter is ambushed by an armed rebel and killed on the road.

In the aftermath of this chaos, the true memory card is discovered to be hidden within the rabbit's foot, containing footage that exposes New Eden as a death camp, sparking widespread outrage against the Bureau. The subsequent rebellion plunges the country into civil war, leaving the Bureau personnel and director to fight for their lives amidst the chaos.

In a poignant coda, Lucas finally visits the serene lake where Kross once found solace through fishing, a symbol of hope in the midst of devastation.
