Outside a church in Pale, Bosnia, a solemn Eastern Orthodox baptism is disrupted by a shocking murder—the Bosnian Finance Minister, a moderate advocating for peace amidst the brutal Yugoslav Wars. This shocking act serves as the catalyst for a series of dangerous events that unfold with devastating implications. At the same time, in Kartaly (Chelyabinsk Oblast), Russia, an unsettling plan is set in motion at a missile base where ten nuclear warheads belonging to a SS-18 Satan ICBM are being transported for dismantling.
As the train sets off, General Aleksandr Kodoroff (Aleksandr Baluev), along with his rogue Spetznaz unit, launches a treacherous scheme. They eliminate the soldiers onboard, seizing control of the nuclear warheads by seamlessly transferring them to another train by jumping between the cars as they run parallel. In an act of deceit, Kodoroff primes one of the warheads to explode and alters the train’s trajectory to collide with a passenger train. To shield himself from the impending doom, he conceals his vehicle in a nearby tunnel, but the explosion from the subsequent collision is catastrophic, leading to thousands of innocent lives lost.
The catastrophic detonation of the warhead catches the attention of the US government. Dr. Julia Kelly, head of the NSC Nuclear Smuggling Group and portrayed by the talented Nicole Kidman, becomes determined to uncover the truth behind this catastrophe. She suspects the involvement of Chechen terrorists and begins piecing together clues that suggest a more sinister plot is at play. Julia confidently presents her findings to Terry Hamilton, the National Security Advisor (Gary Werntz), and Appleton (Holt McCallany), indicating that the nuclear blast, which occurred 4.5 minutes after the trains’ collision, was not merely an accident—it was a deliberate act of malice.
As the investigation progresses, Kodoroff maneuvers to transfer the warheads to a truck disguised as a Red Cross vehicle, legally crossing borders under Russian nuclear protocols. Just as Julia’s team attempts to decipher the chaos, Lieutenant Colonel Thomas Devoe, portrayed by George Clooney, a former Army Ranger turned special forces officer, steps in. His crucial insights propel their investigation forward, deducing that the tragic event was staged to divert attention from the stolen warheads. Devoe, in a moment of revelation, highlights that a single nuclear warhead could fetch $200 million on the black market.
The stakes rise as further intel reveals Kodoroff’s continued existence, leading them to discover a shocking connection to an Austrian trucking company linked to the Russian Mafia. Julia and Devoe pursue this lead, donning counterfeit identities to meet Shummaker (Alexander Strobele), the odd intermediary involved in transporting the warheads. When a violent confrontation ensues, Devoe’s fierce tactics expose crucial information, but not without severe repercussions as they lose their informant, Vertikoff, to Shummaker’s men in the chaos.
As they race against time to restrict the distribution of the nuclear arsenal, intelligence indicates that the warheads are headed to Iran via Azerbaijan. Devoe utilizes an ingenious ruse to trace their movement, provoking Kodoroff into revealing his position. However, when Russian military attempts to intervene, a violent clash ensues, and while Devoe’s Special Operations team successfully disables the truck and neutralizes Kodoroff, their victory is bittersweet. A surviving Pakistani nuclear scientist, Amir Taraki (Harsh Nayyar), divulges that one warhead has already been dispatched.
The threat escalates as Julia realizes that this mobile warhead, capable of mass destruction, poses an immediate risk. Her investigative skills uncover a chilling plot: Kodoroff was not only a criminal but connected to the Bosnian diplomatic delegation. Dusan Gavric, who has taken the place of the murdered Finance Minister, harbors a vengeful motive behind the chaos he intends to incite at the UN headquarters in NYC. As the tensions rise, Julia acts decisively to secure all domestic transportation, aware that time is running out.
In a race against time, Julia tracks Gavric and learns that the nuclear device he carries is leaking radiation.
