An NSA agent embarks on a critical mission to infiltrate a concert featuring Rammstein, only to meet a grim fate at the hands of Anarchy 99, a rebellious Eastern European underground group. Following the death of a third agent during this operation, NSA operative Augustus Gibbons seeks approval to initiate a project aimed at finding the ideal candidate to infiltrate Anarchy 99. Recognizing that typical NSA agents might raise eyebrows among the ex-military ranks of the group, Gibbons believes a more intimidating agent is necessary to remain undetected.

Enter Xander Cage, a thrill-seeking outlaw and extreme sports enthusiast portrayed by Vin Diesel, known for his reckless antics. His latest mischief involves crashing the Corvette of California senator Dick Hotchkiss after the senator vocally supports a ban on controversial video games and music. This reckless behavior culminates in a raid of Cage’s party by a SWAT Team, leading to his tranquilization.

When Cage regains consciousness, he finds himself in a diner, trying to piece together the bizarre situation. His confusion is compounded by a staged robbery, which he promptly thwarts, only to learn from Gibbons that it was all a ruse to assess his abilities. Reluctantly, Cage attempts to leave, but is once again subdued and tranquilized.

The next thing Cage knows, he is aboard a U.S. Marines C-123 cargo plane with two fellow criminals, only to be unceremoniously dropped in Colombia. There, he encounters a Colombian drug cartel after stumbling into a cocaine plantation. During an interrogation by the cartel leader [Danny Trejo], Cage and his companions—initially dismissive, believing this to be yet another NSA test—soon realize they are in real danger. The Colombian Army’s raid provides an unexpected escape, only for Cage to be captured by camouflaged NSA agents.

The following day, Gibbons reveals that their actions with the drug cartel were part of the evaluation. Faced with a choice—either join Gibbons or face a lengthy prison sentence for his multiple offenses—Cage begrudgingly opts for government service.

Cage now goes undercover in the Czech Republic, where he seeks to uncover the secrets of “Anarchy 99,” especially focusing on their leader, Yorgi, portrayed by Marton Csokas. With a disdain for authority, Yorgi represents everything the group stands for, and amid the dark, alluring world of Anarchy 99, Cage becomes infatuated with Yorgi’s apparent girlfriend, Yelena, played by Asia Argento. He even brokers a deal with Gibbons to secure political asylum for Yelena in America. However, the façade of Anarchy 99 slowly reveals itself as a terrorist organization planning catastrophic attacks using a high-speed drone named Ahab, which is equipped with a deadly chemical weapon called “Silent Night.” This sinister concoction, deadly on its own but capable of harmlessly dispersing in water, poses an existential threat, as Yorgi aims to unleash chaos upon the world.

As Cage delves deeper, he discovers Ahab’s terrifying capabilities: a device intended for deployment in densely populated cities. Meanwhile, Milan Sova, an agent-turned-criminal, finds Cage’s methods excessively brutal after an earlier betrayal, prompting him to side with Yorgi. This forces Yelena, revealed to be an abandoned agent of the Russian intelligence agency, to take desperate measures.

In a daring turn of events, Cage orchestrates a raid on Yorgi’s castle with Czech special forces. Captured during the mission, he is ultimately saved when the Czech police arrive, igniting chaos as they engage Anarchy 99. Amid the turmoil, Cage hunts down Yorgi and Kirill, Yorgi’s sniper, eliminating them both in a spectacular showdown that showcases his audacious heroism.

With the drone destroyed and the threat neutralized, Cage quips, > “Welcome to the Xander Zone!” as he speeds away in a Pontiac GTO, having saved the day. The film concludes with Xander on a relaxing vacation in Bora Bora with Yelena, where Gibbons approaches him with news of another assignment, but Cage chooses to enjoy the moment, happily swimming alongside Yelena.
