Con artist and fixer Teddy Murretto finds himself on the run, piloting a stolen unmarked police vehicle that unfortunately breaks down near a bustling casino in Nevada. In a desperate attempt to evade his relentless pursuers, he resorts to a cunning move: during a brawl outside the casino, he sucker-punches rookie officer Valerie Young, ensuring her arrest will provide him a temporary refuge from danger.
However, unbeknownst to Murretto, one of his pursuers, the lethal hitman Bob Viddick, has his own plan. He ingeniously orchestrates a situation to get himself incarcerated in the same small-town jail where Murretto is held. By pretending to be inebriated and crashing his car into the police vehicle Murretto abandoned, he successfully gets caught and enters the facility under the guise of a drunken man.
While initially separated in different cells, their fates take a turn when Viddick sets off a small explosive device at the station’s entrance, causing chaos that allows him to escape his confines. In the resulting turmoil, he incapacitates a fellow inmate and the police sergeant, seizing the opportunity to seize a firearm. Just as he attempts to eliminate Murretto, officer Young intervenes and successfully returns Viddick to his cell.
As the tension escalates, a new adversary emerges: Anthony Lamb, a second hitman brought in to finish the job on Murretto. Cloaked in deception, he enters the police station wielding a bouquet of balloons, swiftly dispatching several officers before Young realizes the precarious situation. Retreating behind bulletproof glass in a desperate bid for safety, she finds herself caught amidst a hail of gunfire when one of her own bullets ricochets back, striking her in the abdomen.
Compounded by the treachery of corrupt officer Huber, who collaborates with Lamb after having his own nefarious deeds exposed, the stakes reach a staggering height. Murretto reveals his dark past—employed by a mob boss in a Nevada casino and betrayed after trying to corrupt the state’s attorney general, William Fenton, who was brutally murdered, leaving behind incriminating evidence against Murretto. With hired guns now on his tail, his only option was to work with the FBI.
In a surprising turn of events, Murretto persuades Young to deliver the keys to their cells. Once released, he faces off against Huber and Lamb in a dramatic confrontation. As bullets fly, the danger intensifies. In a misty, steam-filled shower room, Lamb accidentally kills Huber mid-battle, but Murretto capitalizes on the chaos.
Eventually, Viddick escapes his confines too, intervening just in time to stab Lamb. Viddick presents Murretto with the opportunity for revenge against his enemies, but in a shocking twist, Murretto shoots both Viddick and Lamb instead, dousing the room in gasoline, revealing his true intentions of destruction.
As he prepares to flee, Young, having tended to her wound, approaches to confront him. A fierce gunfight ensues until a corrupt detective, Deena Schier, intervenes, shooting Young. In the midst of the mayhem, Viddick comes to Young’s aid, helping her out of the chaos before escaping in a police vehicle.
