CIA analyst Douglas Freeman is stationed in a square of an unnamed North African country when tragedy strikes. During a briefing with a newly arrived CIA agent, a devastating suicide attack occurs, claiming the lives of the agent and eighteen others. The intended victim of this heinous act, high-ranking police official Abasi Fawal, miraculously manages to escape unharmed. Fawal’s role in liaising with the United States involves conducting interrogations and, alarmingly, overseeing the application of methods bordering on torture.

Meanwhile, we are introduced to Egyptian-born [Anwar El-Ibrahimi](Omar Metwally), a chemical engineer based in Chicago. He lives with his pregnant wife, Isabella, their young son, and his mother. The family is thrown into turmoil when Anwar’s name surfaces in connection with a violent organization. This is revealed through phone records showing that the notorious terrorist Rashid had made several calls to Anwar’s phone. On his return to the United States from a conference in South Africa, Anwar is unjustly detained by American authorities and whisked away to a secret interrogation facility close to the site of the earlier bombing.

As Anwar faces severe interrogation and torture, Isabella remains unaware of her husband’s plight, with all traces of his presence on the flight home from South Africa mysteriously erased. The only evidence of his travel is the record of him boarding the plane in Cape Town. Due to a lack of experienced personnel, Freeman finds himself assigned to observe Anwar’s questioning, which is conducted by none other than Abasi Fawal. Doubts soon begin to creep into Freeman’s mind regarding Anwar’s guilt after their initial interaction, but [Corrine Whitman](Meryl Streep), his superior, coldly insists that Anwar’s detention is crucial to prevent an epidemic of terror that threatens thousands.

Desperation sets in as Isabella, worried for her husband, travels to Washington D.C. There, she seeks the assistance of an old acquaintance, [Alan Smith](Peter Sarsgaard), an aide to Senator Hawkins. Isabella pleads for answers about Anwar’s fate. Initially, she is told there has been a mistake regarding her husband’s flight, but armed with Anwar’s credit card details from the in-flight duty-free shop, she presses for clarity. Alan begins to unravel the web of Anwar’s detention but faces strong resistance from both the senator and Whitman, who refuse to divulge essential details, let alone release Anwar.

When told to abandon the search due to political pressures surrounding a new bill, Alan suggests Isabella engage a high-caliber lawyer, yet she declines this option. Seizing an opportunity, Alan’s compassionate secretary discreetly informs Isabella of Whitman’s next meeting. In an emotional confrontation, Isabella challenges Whitman’s lack of transparency, only to leave the meeting in haste as labor pains signal that her own life is about to take a dramatic turn.

As the story unfolds, Anwar confesses to aiding Rashid in creating bombs, claiming he was promised a substantial reward. However, Freeman remains skeptical of this confession, particularly when Anwar claims the payment was to be delivered in South Africa. Upon investigation, Freeman discovers the names provided by Anwar correspond to a soccer team from his youth in Egypt, heightening his suspicions about Anwar’s coerced confession. In one compelling moment, Freeman quotes Shakespeare’s The Merchant of Venice during discussions about the insufficient validity of information obtained under torture: > “I fear you speak upon the rack. Defying orders, Freeman takes the brave step to obtain a warrant for Anwar’s release, prioritizing justice over protocol. He orchestrates Anwar’s clandestine return to America via a covert route to Spain. When [Lee Mayers](his immediate boss) calls to demand Anwar’s return, Freeman resolutely hangs up. In an act of defiance against the injustices faced by Anwar, Freeman leaks details of the covert rendition to the media, creating a scandal that leaves Whitman and Hawkins humiliated.

Parallel to this tense narrative, we follow the plight of Abasi’s daughter [Fatima](Zineb Oukach), who has run away with her boyfriend Khalid. Fatima remains oblivious to Khalid’s deeper connections to a terrorist organization. The emotional tension escalates as Fatima discovers a notebook filled with revealing pictures and statements alluding to a deadly plan targeting her father, initiated by Khalid as revenge for a family tragedy related to past incarceration.

In a fraught climax, Fatima desperately attempts to dissuade Khalid from his lethal mission, but her efforts tragically culminate in disaster as her father faces an orchestrated attack, one that Fatima unwittingly tried to prevent. Both innocent lives are lost in the chaos, leaving Abasi to bear the horrific weight of grief, realizing that his daughter perished in a heroic attempt to save him.

As the story weaves through complex layers of misguided justice and tragic consequences, the underlying narrative leaves questions lingering about the morality of the measures taken in the name of national security. The film unflinchingly explores the fallout of decisions made in times of fear and the devastating impact on innocent lives caught in the crossfire.
