In 1863, a group of Confederate soldiers finds themselves in a dire situation while transporting gold bullion, which is intended as payment for their military efforts. Out of nowhere, a highwayman armed with automatic pistols and bizarre technology ambushes them, leading to their untimely demise. As the soldiers are left behind, the mysterious highwayman steals their gold and inexplicably transforms into a gelatinous mist.
Fast forward to 1994, where the U.S. government has established the Time Enforcement Commission (TEC) to handle the complexities of time travel technology that has recently emerged. They discover that the same gold stolen in 1863 is linked to contemporary arms deals. The TEC’s mission is to identify “time ripples”, preventing disruptions in the timeline since travelers can only venture back into history to either alter events or amass wealth. Senator Aaron McComb eagerly steps forward to oversee this mission.
Enter Max Walker, played by the talented Jean-Claude Van Damme, a dedicated police officer who receives an offer to join the TEC. He experiences a seemingly ordinary day at the mall with his wife, Melissa (Mia Sara), where he successfully thwarts a purse snatcher. However, this peaceful moment is shattered when he notices three suspicious-looking punks lurking around them. After they return to their lavish home, their evening ends in tragedy when attackers confront Max, resulting in a devastating explosion that claims Melissa’s life.
After a decade in 2004, Max has become a seasoned TEC Agent, tasked with traveling back to October 1929 during the Wall Street crash to confront his former partner, Atwood (Jason Schombing), who has been exploiting the market chaos. Following a confrontation, Max uncovers that Atwood is working for Senator McComb, who seeks funds for his presidential bid. Fearing for his life—and the threat of McComb erasing his existence—Atwood attempts suicide but is rescued by Max, only to later be sent back to meet his fate.
With McComb overruling the TEC’s operations, Max finds himself embroiled in a web of corruption as the senator visits the agency, relishing in his power and influence. Following an attempt on Max’s life by assassins, Max engages in a fierce battle, showcasing his martial arts prowess. In a gripping narrative twist, Max partners with agent Sarah Fielding (Gloria Reuben) and travels back to 1994 to uncover a time ripple involving the young McComb and his business dealings.
