In 1997, Captain Roberto Nascimento, the determined leader of BOPE, leads a crucial operation to secure the Turano neighborhood, ensuring that the visit of Pope John Paul II to the Archbishop’s residence goes smoothly, especially with his wife Rosane nearing the end of her pregnancy. With thoughts focused on his upcoming transition to a desk job, Roberto is on a quest to find a deserving successor to take over his position within the elite unit.

On the other hand, two rookie PMERJ officers, André Matias and Neto Gouveia, who are also close friends, find themselves mired in monotonous duties assigned by their corrupt superiors. Neto is stuck managing the police auto shop, while Matias spends his days logging police complaints in a cramped archive office. During his off-hours, André attends law school where he becomes acquainted with Maria and her friends, Roberta and Edu. These friends are passionate members of a non-governmental organization (NGO) operating in a neighborhood plagued by the formidable drug lord Baiano. Unbeknownst to them, Baiano is the supplier of marijuana to Matias’s circle, who distribute it on campus. Furthermore, André befriends Romerito, a boy grappling with myopia, reflecting André’s own struggles.

After Neto’s request for a departmental transfer is denied, disheartened by the rampant corruption surrounding them, Neto and André, influenced by officer Fábio, make a daring decision — they steal the police’s bribe money with the intent to repair as many patrol cars as possible. However, their superior, Captain Oliveira, soon learns of this misdeed and punishes them by demoting them to the kitchen, while sending Fábio to meet with drug traffickers at a community funk party in Morro da Babilônia to negotiate a deal.

Realizing too late that it was a trap set for him, Fábio discreetly warns Neto and André, who rush to observe from an elevated position. Armed with a sniper rifle telescope, they keep watch on Oliveira and his fellow officers. Unfortunately, due to Neto’s lack of experience, an accidental shot is fired, triggering a chaotic gunfight between the police and the drug traffickers. In the nick of time, Roberto and his team arrive to rescue the officers, leading to André’s photograph being published by the press and securing his rising reputation.

Encouraged by their integrity and innate drive for action, both André and Neto decide to apply for BOPE, fueled by their aspiration to create change. Meanwhile, Baiano confronts Maria and her associates at the NGO office, presenting a newspaper article with André’s photo and issuing a stark warning: any police involvement in his territory will lead to dire consequences.

As they endure the grueling BOPE training process, many candidates succumb to the rigorous demands. Fábio, initially seeking to evade the clutches of Captain Oliveira, is one of those who falter and ultimately drops out. However, undeterred, Neto and André persist, their relentless spirit shining through the formidable obstacles. As a testament to his success, Neto proudly adorns his arm with a BOPE tattoo, symbolizing his unwavering resolve.

However, as personal struggles mount, André’s relationship with Maria reaches a breaking point, culminating in a heated separation. In a bid for closure, he asks Edu to coordinate a meeting with Romerito to provide him with a pair of glasses. This innocent mission takes a sinister turn when Edu divulges André’s plans to Baiano, who prepares a lethal trap for his adversary.

With Neto suddenly available and a job opportunity at a law firm on the horizon, he resolves to deliver the glasses on behalf of his friend. This noble act, however, results in tragedy, as Neto falls gravely injured. As Baiano prepares to exact his retribution, he finds himself unnerved by the presence of Neto’s BOPE tattoo, pushing him to retreat into hiding, terrified of the potential repercussions.

Following Neto’s funeral, André, Roberto, and their teammates launch daily incursions into Baiano’s territory, using ruthless methods to extract information from various dealers. When it is uncovered that Edu had secretly informed Baiano, a fiery rage erupts in Matias, who storms a peace walk, attacking Edu before unleashing his fury on Maria and her peers.

As tensions heighten, BOPE officers corner Baiano, leaving him with no avenue for escape. Roberto gives André a critical test of loyalty and strength, instructing him to deliver a lethal shot to Baiano’s face with a shotgun in retaliation for Neto’s untimely death. As Baiano pleas for mercy, the tension mounts, and just as André’s finger tightens on the trigger, the screen fades to white, leaving the audience at the precipice of fate.
