These friends are passionate members of a non-governmental organization (NGO) operating in a neighborhood plagued by the formidable drug lord Baiano. Unbeknownst to them, Baiano is the supplier of marijuana to Matias’s circle, who distribute it on campus. Furthermore, André befriends Romerito, a boy grappling with myopia, reflecting André’s own struggles.

After Neto’s request for a departmental transfer is denied, disheartened by the rampant corruption surrounding them, Neto and André, influenced by officer Fábio, make a daring decision — they steal the police’s bribe money with the intent to repair as many patrol cars as possible. However, their superior, Captain Oliveira, soon learns of this misdeed and punishes them by demoting them to the kitchen, while sending Fábio to meet with drug traffickers at a community funk party in Morro da Babilônia to negotiate a deal.

Realizing too late that it was a trap set for him, Fábio discreetly warns Neto and André, who rush to observe from an elevated position. Armed with a sniper rifle telescope, they keep watch on Oliveira and his fellow officers. Unfortunately, due to Neto’s lack of experience, an accidental shot is fired, triggering a chaotic gunfight between the police and the drug traffickers.
