The experimental drug Lot-6, touted as a revolutionary breakthrough, has an unforeseen consequence for Andy: he develops the uncanny ability to manipulate people's thoughts, known colloquially as "the push." This newfound power takes its toll on Andy, causing his eyes to bleed in a haunting display of the psychological strain it exacts.

As Andy navigates his life as a psychologist, Charlie faces her own set of challenges at school. Her classmates, led by the snobbish Gavin (Gavin Maciver-Wright), subject her to cruel taunts and ridicule, earning the sympathy of their compassionate teacher, Ms. Gardner (Tina Jung). Vicky returns home to find Charlie tearfully beset by self-doubt and insecurity, seeking solace in reassurances that she is special – a sentiment Andy echoes as he strives to help his daughter master her pyrokinetic abilities.

The next day during gym class, Charlie's frustration boils over as she becomes the target of dodgeball torment. Seeking refuge in the bathroom, she inadvertently unleashes her powers once more, causing the door to burst open with explosive force. The ensuing confrontation between Andy and Vicky serves only to further exacerbate their differences regarding how to handle Charlie's extraordinary gifts – a disagreement that culminates in an emotional showdown as Charlie listens in, her heart heavy with sorrow.

As Captain Hollister (Gloria Reuben) meticulously monitors the extraordinary abilities of Charlie through subtle readings emanating from the recent school incident, she dispatches Rainbird (Michael Greyeyes), a custodian with supernatural prowess, to locate Charlie and return her to the facility alive. Meanwhile, Andy takes Charlie out for an ice cream treat, attempting to lift her spirits following the traumatic event.

Back at home, Vicky is left alone when Rainbird suddenly appears, extracting information from her about Charlie's whereabouts through forceful interrogation. Their brief struggle ultimately culminates in Rainbird overpowering Vicky and taking her life. Andy and Charlie return home, only to have Rainbird ambush Charlie, pinning her down with a knife. In response, Charlie unleashes her powers to free herself, then stumbles upon Vicky's lifeless body. As Andy frantically tries to escape with Charlie, they narrowly avoid being caught by Rainbird.

Hollister visits Wanless at his retirement home, where she briefs him on the situation regarding Charlie. Wanless urges Hollister to take drastic measures and eliminate Charlie, warning that her powers are still a mystery and pose an existential threat. Unbeknownst to Hollister, Charlie is struggling to harness her abilities, as evidenced by her accidental destruction of a cat.

As Andy seeks respite from their ordeal, Charlie ventures out alone in an attempt to master her powers. Her efforts culminate in her attempting to befriend a stray cat, but the feline's scratch triggers an involuntary blast that incinerates it. Andy finds Charlie distraught and tries to comfort her; together, they lay the cat to rest and create a memorial for Vicky.

The duo flags down Irv (John Beasley), a kind-hearted individual who offers them a ride. As they arrive at his home, Andy uses his powers to secure their transportation. Within the cozy confines of Irv's abode, he cares for his bedridden wife Essi (Sheila Boyd). Charlie discovers Essi in her room and establishes a telepathic connection with her. Though Irv initially reacts with anger, he eventually apologizes for overreacting. Later that evening, Andy shares with Charlie the story of how he shielded her as an infant from malevolent forces, using his powers to eliminate them.

Under intense interrogation, Andy remains resolute in his refusal to betray Charlie's whereabouts. Undeterred, Hollister turns her attention to Rainbird, who has developed a personal vendetta against the facility that subjected him to experimentation. He views Charlie as a kindred spirit, a fellow victim of their manipulation and abuse.

As Charlie struggles to harness her powers, she employs them to manipulate three bullies into surrendering their prized possessions: a bike and some clothes. Her next move is to track down a Hollister facility employee, who attempts to take her out with a firearm. However, Charlie's abilities allow her to counterattack, reducing the would-be assassin to ashes and claiming his key card in the process.

Charlie finally infiltrates the facility, only to find Andy being held captive by Hollister herself. The ruthless leader demands that Charlie surrender, threatening to harm Andy unless she complies. In a last-ditch effort to save Andy's life, he uses the push on Charlie, hoping it will inspire her to unleash her fury upon the facility and burn it to the ground.

As predicted, Charlie unleashes her wrath, immolating Hollister and incinerating much of the surrounding infrastructure. The surviving guards are no match for her powers, and she proceeds to liberate Rainbird from his restraints. With his help, they clear out the remaining personnel, leaving nothing but ashes in their wake.

In the aftermath of the conflagration, Rainbird tenders a gesture of respect, cradling Charlie in his arms as he carries her away into the dark, night-shrouded landscape.
