In the quaint town of Riverton, Ohio, John Brown resides alongside his niece, Penny, and her loyal canine companion, Brain. Under the guidance of Artemus Bradford and his daughter Brenda, innovative projects such as the Gadget Program aim to revolutionize policing by introducing android officers to the Riverton Police Department. However, Sanford Scolex, a wealthy entrepreneur with questionable morals, infiltrates the laboratory using a robotic tank and pilfers the lifelike robotic foot, brutally murdering Artemus in the process.

As Brown gives chase to Scolex’s limousine in his trusty hatchback, he finds himself navigating an oil slick strategically placed by Scolex, resulting in a high-speed collision with both vehicles ending up entangled on a billboard. In the aftermath of this catastrophic event, Brown’s car is left in ruins, while he himself lies motionless, presumed dead. Little do the villains know that fate has dealt them a cruel blow, as a bowling ball launched from the explosion lands squarely on Scolex’s limousine, maiming his left hand and rendering it useless.

In a stunning turn of events, Brenda decides to utilize Brown, who had narrowly escaped death, as the first test subject for the Gadget Program. With her expertise, she outfits him with an array of gadgets, rechristens him “Inspector Gadget,” and inserts a control chip to power his new abilities.
