Eight years after his previous fiasco in Mozambique, Sir Johnny English (Rowan Atkinson) has been honing his martial arts skills in the mystical mountains of Tibet as penance for past mistakes. However, his contemplative exile is abruptly disrupted by a cryptic summons from MI7, requesting his return to active duty. The agency’s new boss, the enigmatic Pegasus (Gillian Anderson), tasks English with thwarting a deadly plot to assassinate the Chinese Premier during crucial diplomatic talks with the Prime Minister. This critical information was conveyed to MI7 through ex-CIA agent Titus Fisher, whose mysterious message sets English on a perilous path.

Upon his return to the newly renamed Toshiba British Intelligence headquarters, English is reacquainted with old acquaintances and introduced to new faces, including fellow agent Simon Ambrose (Dominic West) and the ingenious Patch Quartermain (Tim McInnerny), MI7’s resident inventor. He is also paired with a junior agent, Colin Tucker (Daniel Kaluuya), whose inexperience serves as a constant reminder of English’s own declining fortunes.

In Hong Kong, English meets with Fisher, who reveals himself to be a member of the shadowy Vortex organization, responsible for sabotaging English’s previous mission and now contracted to eliminate the Chinese Premier. Fisher shares crucial intel about Vortex’s secret weapon, requiring three metal keys to unlock, before his sudden demise at the hands of an assassin (Pik-Sen Lim) posing as a cleaner. The key falls into Vortex’s grasp when they pilfer it from English during his flight back to the United States.

English’s humiliation in front of the Foreign Secretary and Pegasus is compounded by his unprovoked assault on Pegasus’s mother, mistaken for the assassin from Hong Kong. MI7’s behavioral psychologist, Kate Sumner (Rosamund Pike), subsequently prompts English to re-examine the events of his Mozambican debacle, leading him to recall the identity of Vortex’s second operative, Karlenko (Mark Ivanir), a Russian double agent and former MI7 operative now retired.

A chance golf match between English and Karlenko sets off a chain reaction of attempts on English’s life. However, before he succumbs to his injuries, Karlenko reveals that Vortex’s final operative is none other than a traitorous insider within MI7’s own ranks, comprised of agents from KGB, CIA, and MI7 itself. The delicate dance of diplomacy between Britain and China was set to continue, but not before a mole was exposed in the midst of negotiations at Le Bastion, the heavily guarded Swiss fortress. That same evening, over a dinner table where secrets were as abundant as the fine china, English confided in Ambrose about his suspicions of a traitor within their ranks. Initially, Ambrose’s instincts screamed to eliminate this perceived threat, but as English revealed that he was unaware of the mole’s identity, caution prevailed.

The ensuing drama played out like a high-stakes game of cat and mouse. Tucker, the mole himself, confronted Ambrose in the bathroom, but English intervened, ordering Tucker to stand down. As tensions mounted, Ambrose cleverly redirected suspicion toward Quartermain, convincing English that his colleague was the treacherous one. But English, ever the vigilant operative, entrusted Pegasus with a crucial key, only to deceive her into believing he was the traitor. This calculated ruse would set in motion a chain of events that would shake the very foundations of their operation.

English’s world began to unravel as Quartermain revealed his innocence and he himself found himself framed for the crime. A bullet wound to the leg, courtesy of stray gunfire, only added to his woes. Seeking refuge with Kate, English pieced together the truth behind the Mozambique mission, uncovering a sinister plot that implicated Vortex, a shadowy organization thought to be eradicated.

As the stakes grew higher, English discovered a devastating secret: Ambrose, the sole surviving member of Vortex, planned to exploit their most insidious creation - Timoxeline Barbebutenol, a drug capable of controlling its subjects for a brief, fatal interval. This revelation sent English racing against time to prevent Ambrose from unleashing this deadly toxin upon the Premier, who stood poised to receive a payment of 500 million USD in exchange for his silence.

Meanwhile, with Kate’s keen eye scrutinizing every frame of footage from the Mozambique mission, they uncovered the shocking truth: Ambrose had been present at the scene alongside Fisher and Karlenko, cementing his status as the third member of Vortex. English knew he had to act swiftly to prevent this diabolical plan from coming to fruition.

Gathering Tucker’s assistance, English embarked on a perilous mission to infiltrate Le Bastion, warning Pegasus of the imminent threat in the process. However, fate would have it that English himself became unwittingly ensnared by Ambrose’s manipulation, as he accidentally ingested the very drug meant for Pegasus. English’s relentless chase culminates with a high-stakes confrontation as he intercepts Ambrose within the confines of a gondola lift. The two engage in a fierce battle, with English ultimately plummeting from the moving car. Undeterred, Ambrose attempts to eliminate English with gunfire, only for English to retaliate by targeting the gondola’s cable, sending it careening out of control and resulting in Ambrose’s demise.

In the aftermath, English is honored with a knighthood, but his euphoria is short-lived as he discovers that the killer cleaner was masquerading as Her Majesty the Queen. Seething with righteous indignation, English gives chase, eventually attacking her with a tray before uncovering the shocking truth: he has mistakenly targeted the actual monarch.

As the credits roll, a post-credits scene unfolds, paying homage to Charlie Chaplin’s iconic barber scene in The Great Dictator.
