In the gripping narrative that unfolds, Rico Rodríguez (Rico Rodríguez), a stalwart protagonist, embarks on a perilous quest to unravel the tangled threads of his family's past. The setting is Solís, a South American nation beset by extreme weather conditions, home to the notorious Black Hand, a powerful private army led by Gabriela Morales (Gabriela Morales). As Rico delves deeper into the mysteries surrounding his late father, Miguel Rodríguez, he discovers that his dad was once entwined with the Black Hand, serving dictators Salvador Mendoza and Sebastiano Di Ravello in previous Just Cause installments. The revelation sets Rico on a path of self-discovery, as he seeks answers about his family's involvement with the clandestine organization.

After being approached by Mira Morales (Mira Morales), a native of Solís, Rico is presented with evidence that his father was working on the Illapa Project, a top-secret weather control weapon wielded by Oscar Espinosa to dominate the people of Solís. Faced with this bombshell, Rico forms an alliance with Mira and the 'Army of Chaos', their mission being to dismantle the ill-fated project and topple Espinosa's regime.

As Rico navigates this treacherous landscape, he crosses paths with a diverse cast of characters, each bringing unique skills and perspectives to the fray. There's Luis "Sargento" (Luis "Sargento"), an eager commander; Izzy (Izzy), a tech-savvy hacker; Garland King (Garland King), a thrill-seeking filmmaker obsessed with capturing the action in Solís; and Javi Huerta (Javi Huerta), an archeologist driven to uncover the history behind Solís and Espinosa's sinister legacy.

In his quest to destroy the four prototype weather cores being tested in Solís, Rico also encounters Lanza Morales (Lanza Morales), Mira's uncle and a scientist who worked on Project Illapa; César Pedrone (César Pedrone), a former pilot turned conspiracy theorist; and Tom Sheldon (Tom Sheldon), Rico's old handler at the Agency.

As the narrative unfolds, it becomes clear that years ago, Miguel, Lanza, and Espinosa's father, Leon Espinosa, collaborated on the Illapa Project with the intention of harnessing the power of weather control for the greater good. However, Espinosa, convinced that his father was squandering family resources, seized control after his father's sudden passing and planned to weaponize the project's technology, intending to sell it to the highest bidder. Miguel, appalled by this turn of events, abandoned the project, only for Espinosa to use his connections with Sebastiano Di Ravello in Medici and the Agency to eliminate Miguel and imprison Lanza, forcing him to continue working on the ill-fated project.

As the dust settles on Espinosa's decimated stronghold, Rico's triumphant gaze is met with an eerie silence. His quest for revenge against the cunning mastermind yields a shocking discovery: Espinosa has vanished, leaving behind only the faintest whisper of his presence. The truth begins to unravel as Espinosa's voice crackles over the comms system, broadcasting from the cockpit of a departing private jet. With cold calculation, he reveals that he had secretly constructed a superior weather core, forged by combining the essence of its four predecessors. His ultimate goal: to peddle this technological marvel to the Agency for unfathomable riches.

As Rico's anger simmers, Gabriela's duplicity is laid bare. Her loyalty has been misplaced, and she seizes the opportunity to turn against Espinosa, recognizing his true intentions: to sacrifice her Army of Chaos for personal gain. With renewed determination, Rico commandeers the perfected weather core, aided by Gabriela's betrayal. He executes a daring maneuver, guiding the device straight into Espinosa's jet, destroying the villain and ending his malevolent reign.

In the aftermath of chaos, Rico presents a sobering assessment: the entire conflict has been but a pawn in a far larger game. The Agency, ever the puppeteer, has orchestrated this sequence of events. As Sheldon and Mira concur with Rico's diagnosis, they join forces to exact revenge on their true nemesis – the Agency itself. With this new understanding, the trio sets its sights on the ultimate prize: bringing down the behemoth that has manipulated them all along.
