As Detective James “Sonny” Crockett (Colin Farrell) and his partner Ricardo “Rico” Tubbs (Jamie Foxx) are busy posing as prostitutes to take down notorious pimp Neptune, they receive an urgent phone call from their erstwhile informant Alonzo Stevens (John Hawkes), whose desperation is palpable. Stevens frantically implores Rico to check on the safety of his wife Leonetta, fearing for her life. Meanwhile, Crockett discovers that Stevens’ stint as an FBI informant has been compromised, and he was working with Russian undercover operatives. With this new information, Crockett and Tubbs swiftly alert the FBI Special Agent in Charge John Fujima (Ciarán Hinds) to warn him about Stevens’ precarious situation.

Their efforts pay off as they track down Stevens via vehicle transponder and aerial surveillance, intercepting him along I-95. In a heart-wrenching moment, Stevens reveals that he has been threatened by the Colombian cartel, which had discovered the Russian undercover operatives working with the FBI from the start. The cartel’s ominous warning was to murder Leonetta via a C-4 necklace bomb if Stevens didn’t confess. Rico’s words of comfort fall on deaf ears as Stevens, overcome with grief and despair, makes the tragic decision to take his own life by stepping in front of an oncoming semi-truck.

As they make their way to the crime scene, Crockett and Tubbs receive a call from Lt. Castillo (Barry Shabaka Henley), instructing them to stay away. They’re instead summoned downtown, where they meet Fujima, head of the Florida Joint Inter-Agency Task Force comprising U.S. Immigration and Customs Enforcement, the Drug Enforcement Administration, and the FBI. The meeting is marked by Crockett’s ire and Tubbs’ incredulity as they confront Fujima about the botched operation. Fujima reveals that the Colombian cartel is a highly sophisticated organization run by Jose Yero (John Ortiz), initially believed to be its leader.

Enlisting Crockett and Tubbs as Organized Crime Drug Enforcement Task Force deputies, Fujima tasks them with investigating “go-fast boats” transporting narcotics from the Caribbean, courtesy of the Colombians. The duo then leverages their Miami informant connections to set up a meeting with the cartel, marking the beginning of a perilous and intricate investigation.

As “Sonny Burnett” and “Rico Cooper”, two seasoned operatives posing as drug traffickers, gain the trust of Yero, a key player in South Florida’s cartel hierarchy, they uncover a web of deceit that reveals the organization’s shocking alliance with the Aryan Brotherhood gang. This ruthless coalition not only fuels the flow of illicit drugs but also wields state-of-the-art weaponry, further escalating the danger. Meanwhile, Crockett finds himself irresistibly drawn to Isabella, Montoya’s financial advisor and lover (Gong Li), sparking a forbidden romance that threatens to compromise his cover.

As tensions build within the unit, Tubbs grows increasingly uneasy about Crockett’s growing emotional investment in his undercover role, fearing it may put their entire operation at risk. Those concerns are tragically validated when Trudy (Naomie Harris), their intelligence agent, is kidnapped by the Aryan Brotherhood gang and held hostage with a ticking bomb, forcing her captors to demand that Crockett and Tubbs hand over the drugs they’ve been smuggling.

The unit springs into action, employing Lt. Castillo’s expertise to triangulate Trudy’s location and execute a daring rescue mission. Though they manage to free her from the clutches of her tormentors, Trudy suffers a critical injury during the chaos, leaving her fighting for her life. In the aftermath, Crockett and Tubbs must confront the brutal realities of their undercover work as they face off against Montoya’s right-hand man, Jose Yero, his minions, and the Aryan Brotherhood gang at the port of Miami.

As the stakes reach a boiling point, Crockett finds himself torn between his duty to bring down the cartel and his growing feelings for Isabella.
