In the arid landscape of Fula City, the unexpected arrival of Zeraora ignited a blaze that would forever reshape the community. As this enigmatic Pokémon and its human counterparts joined forces, Lugia intervened, harnessing its powerful energy to extinguish the inferno. This collaborative effort resonated deeply with Lugia, prompting it to clear the flames and vanish into the unknown, leaving behind a whispered curse upon the surrounding mountains. The city’s residents, in gratitude for Lugia’s selfless act, established an annual Wind Festival to commemorate this pivotal moment.

For Risa, a former track star turned high school student, the festival becomes a reluctant opportunity when her younger brother Rick, bedridden with a broken leg, implores her to capture a wild Eevee on his behalf. Despite her initial hesitation, Risa agrees, though she lacks any formal training or knowledge of where and how to ensnare this elusive creature.

As the festival unfolds, Ash Ketchum and Pikachu arrive in Fula City just in time to thwart a group of lemonade-crazed bullies threatening Margo, the Mayor’s daughter. Inspired by their heroic intervention, Ash decides to participate in the Pokémon-catching contest being held at the festival. Meanwhile, Toren, a timid scientist with a Chansey at his side, struggles to find the courage to deliver a crucial speech at the local lab about his groundbreaking research on Pokémon.

For Callahan, the festival offers a chance to bond with his sister Mia and her daughter Kelly, whose fragile immune system requires constant vigilance. To boost Kelly’s spirits, Callahan spins outlandish tales of himself as a renowned trainer, despite having no actual experience or Pokémon to call his own. Harriet, an eccentric elderly woman with a deep-seated aversion to Pokémon, finds herself inadvertently smitten with love after accidentally applying a potent fragrance at the lab. As she navigates this strange new world, her presence becomes a magnet for Pokémon from far and wide, drawing them to her in droves.

As Margo ventures into the wilderness, she’s accompanied by Teddiursa and Ditto, while Zeraora takes refuge in a long-abandoned edifice hidden deep within the woods. Unbeknownst to her, Risa seeks guidance from Callahan, who claims that Eevee are extremely rare and can be found only in the mountains. However, Risa later discovers his deception, which serves as a precursor to the events that unfold.

Meanwhile, Toren forms an alliance with Callahan, convincing him to deliver a speech in exchange for assistance in winning the Pokémon-catching contest. As the competition heats up, Callahan’s compassionate side is revealed when he rescues a Sudowudo that had been taunting a Golduck, earning its loyalty in the process. Ash and Pikachu, meanwhile, put their skills to the test by heroically subduing a rampaging Tyranitar that had become entangled in a cord.

As the contest concludes, Callahan claims victory, boasting of a rare Pokémon lurking in the woods, which only serves to pique everyone’s curiosity while causing Margo concern. The following day, Risa approaches Ash for help in capturing an Eevee, and together they successfully accomplish this feat, strengthening their bond in the process.

However, Harriet becomes increasingly agitated due to the numerous Pokémon that have taken to following her, prompting her to seek an antidote from Toren. Unfortunately, he informs her that it will take time to develop, forcing her to remain with him. The festival is subsequently disrupted when a saboteur targets the city’s transportation and electrical infrastructure, leaving Ash, Risa, Margo, Callahan, Kelly, Mia, and their Pokémon to clean up the mess.

As they work together to restore order, Callahan becomes increasingly anxious, knowing that he must attend Toren’s speech. Although they eventually manage to clear the debris, Callahan rushes to the presentation, with everyone else in tow. Toren attempts to deliver his speech solo, but inadvertently plays footage of him assisting Callahan at the contest, leaving the audience in stunned silence.

Kelly, exhausted and emotionally drained by her uncle’s deception, collapses from sheer fatigue. Harriet, meanwhile, captures Team Rocket (who had been posing as Lum Berry juice salesmen) and foils their attempt to steal a bottle of Effect Spore. In a bizarre turn of events, the trio accidentally loses the vial in the woods, where it begins to crack slightly, setting the stage for further chaos to ensue.

As dawn breaks over the city, Harriet’s tranquil morning is shattered by an eerie silence. The once-whirring windmills that line the metropolis have come to a standstill, their stillness a stark contrast to the eternal flame that has vanished from its perch on the highest tower. Panic sets in as the townspeople scramble to make sense of this sudden and inexplicable turn of events. Amidst the chaos, Ash, Risa, Toren, Harriet, and Oliver band together to unravel the mystery behind the extinguished flame. Their investigation leads them to uncover a web of secrets and deceit, including Margo’s revelation that she had spirited away the eternal flame in an attempt to conceal Zeraora from poachers.

However, their quest for truth is interrupted by the sudden appearance of two would-be poachers who are hot on the trail of Zeraora. Just as all hope seems lost, Ash and his friends intervene, rescuing Margo and her Pokémon just in time. The revelation that Zeraora was merely defending its territory against human intruders sparks a sense of understanding and empathy within Oliver, who is shocked to learn that the mayor had been aware of this secret all along.
