Fula City was once a desolate landscape, but it transformed dramatically when a mysterious Pokémon named Zeraora inadvertently ignited a blaze that engulfed the area. However, as the residents and Pokémon began to collaborate, Lugia, touched by their camaraderie, intervened and extinguished the flames. Since that pivotal moment, an annual wind festival has been celebrated in Fula City in honor of Lugia’s benevolence, while Zeraora vanished, leaving behind a curse on the mountains surrounding the city.
Enter Risa, a high school student and former track star, who finds herself reluctantly agreeing to participate in the festival on behalf of her younger brother, Rick, who is recovering from a broken leg in the hospital. Tasked with capturing a wild Eevee, Risa faces this daunting challenge without any prior training or experience. In the meantime, Ash Ketchum and his loyal companion Pikachu arrive just in time to rescue Margo, the daughter of Mayor Oliver, from a group of bullies and decide to join the Pokémon catching contest during the festival.
In the backdrop, Toren, a timid and self-doubting scientist with a Chansey, struggles to give a presentation on his Pokémon research due to nerves. Alongside him is Callahan, who attends the festival with his sister Mia and her daughter Kelly. Kelly faces health challenges, leading Callahan to fabricate stories about being the best trainer despite lacking a Pokémon of his own. Additionally, Harriet, an elderly woman with an aversion to Pokémon, inadvertently attracts them when she unwittingly comes into contact with a love scent at the lab.
Meanwhile, Margo ventures into the woods to play with a Teddiursa and a Ditto, while also tending to Zeraora, who is hiding in a dilapidated building. Naively, Risa misinterprets one of Callahan’s boisterous claims about the rarity of Eevee being found in the mountains, leading her on a wild chase. As the contest unfolds, Callahan unexpectedly rescues a Sudowoodo, which starts to follow him. Ash, with Pikachu by his side, bravely intervenes to save a rampaging Tyranitar caught in a difficult situation, ultimately earning an honorary award from Oliver after coming in second place.
The main events kick into gear the following day when Risa seeks out Ash for help in capturing an Eevee, and together they form a bond during the successful endeavor. As the festival progresses, Harriet grows increasingly frustrated over the constant Pokémon following her, prompting her to seek Toren’s assistance. However, a crisis strikes when someone sabotages the city’s transportation and electrical systems, creating chaos in the festival preparations. In a spirited effort, Ash, Risa, Margo, Callahan, Kelly, Mia, and their Pokémon come together to remedy the situation, even as Callahan wrestles with trepidation about presenting at Toren’s speech.
As the festival reaches a critical juncture, Harriet uncovers that the once-turning windmills have stopped, and the eternal flame meant to connect with Lugia has vanished. The entire community is thrown into disarray, prompting Risa, Ash, Toren, Harriet, and Oliver to seek the truth behind the flame’s disappearance. Margo reveals that she concealed the flame to protect Zeraora, who she believes is misunderstood. The dramatic plot thickens when an Effect Spore bottle accidentally breaks in the forest, escalating the stakes for everyone involved.
In a tense sequence, Callahan acts quickly to rescue Mia and Kelly from a gondola amid the emerging disaster, resulting in a Sudowoodo willingly allowing itself to be captured for their salvation. Meanwhile, Toren stands up for himself to work on an antidote, while Harriet shares her own painful backstory with Risa. As Zeraora awakens and begins to assist other Pokémon, Ash and Margo decide to follow its lead, while Risa, with newfound confidence from her Eevee, makes a valiant run barefoot to return the eternal flame to its rightful place.
In a climactic finale, Lugia reappears to douse the flames as everyone comes together to celebrate their journey and perseverance. Oliver gives a heartfelt speech highlighting the power of teamwork, echoing Ash’s wisdom about the unique bond between humans and Pokémon. Risa, Ash, Callahan, Kelly, Mia, Toren, Harriet, and Margo come away forever changed from their shared experiences at the festival.
