In this gripping drama, Dale "Mac" McKussic (Mel Gibson), a former drug dealer trying to turn over a new leaf, finds himself caught between his loyalty to his childhood friend Nick Frescia (Kurt Russell) and the duty-bound Detective Lieutenant who's now tasked with bringing Mac back down. As DEA Agent Hal Maguire (J. T. Walsh) closes in on Mac, convinced he's back to his old tricks, Mac becomes increasingly desperate to clear his name.

Mac's attempts to help his lawyer Andy Leonard (Arye Gross) sell some cocaine take an unexpected turn when Nick, working undercover as a middleman, bursts into the hotel room with the buyer. The tension is palpable as both men try to come up with excuses to step outside and avoid arrest. Mac knows that Nick has been bugging his phones, but he's unaware of just how far Maguire will go to get him.

As the stakes grow higher, Maguire refuses to share his intelligence with Nick, knowing that his counterpart is too soft on Mac. Meanwhile, Nick tries to warn Mac to lay off any drug dealing and avoid getting caught in the crossfire, while also cautioning Maguire against manufacturing a case against Mac using false evidence or underhanded tactics.

Against this backdrop of tension and intrigue, Mac finds himself drawn to Jo Ann Vallenari (Michelle Pfeiffer), the stylish owner of a trendy restaurant. Nick becomes embroiled in Mac's affairs as he tries to uncover more about his friend's activities, only to discover that Maguire has been using coercion to get what he wants. When Ann's chef is arrested and faces deportation for drunk driving, Nick intervenes and resolves the situation by releasing the chef and winning Ann over with his charm.

As the story unfolds, it becomes clear that Mac has never mustered the courage to ask Jo Ann out, despite their undeniable chemistry. Instead, she keeps her distance due to Mac's lavish lifestyle and penchant for paying in cash. With Nick caught in the middle of this complex web of loyalties and allegiances, it remains to be seen whether he can help his friend clear his name without sacrificing his own integrity.

In the midst of a complex web of deceit and loyalty, Nick's fascination with Mac's peculiar bond with Carlos, the enigmatic Mexican drug kingpin, reaches a fever pitch. Escalante (Raul Julia), the no-nonsense commandant, is convinced that Carlos is about to make a move, personally transporting 1200 kilograms of cocaine into the country - a move that always involves Mac as his trusted partner. Maguire, ever the calculating strategist, is adamant that Nick's cooperation will be rewarded with immunity for Mac, effectively saving him from serving out a 15-year sentence.

Mac, meanwhile, is torn between his legitimate business ventures and his lingering ties to Carlos, who pressures him to make one final deal. His personal life, marked by a failed marriage to Shaleen (Ann Magnuson), serves as a stark reminder of the consequences of his past actions. As Mac navigates this precarious landscape, he finds himself at odds with Nick, who has developed a genuine affection for Jo Ann.

The charismatic restaurateur and caterer becomes entangled in the intrigue when Nick sets his sights on her, eventually winning her over. Mac's motives are pure, as he attempts to keep his distance from Nick's schemes while also trying to protect Jo Ann. In a surprising turn of events, Mac pays Jo Ann an unexpected $2500 tip, only to reveal that it was all part of a ruse to win her approval for a date. By doing so, he hopes to earn Andy's trust and, in turn, have Andy share the news with Jo Ann about Mac's newfound legitimacy.

As tensions rise, Nick orchestrates a meeting between Escalante, Maguire, and Jo Ann at her restaurant, where they concoct a plan to ensnare Mac when he meets Carlos. The once-peaceful atmosphere of Jo Ann's establishment is now fraught with danger and deception. Meanwhile, Mac accuses Jo Ann of spying on him for Nick, further straining their relationship. As the stakes grow higher, Jo Ann turns her ire on Nick, accusing him of using her as a pawn in his game of cat and mouse against Mac.

As Nick's genuine emotions come to the forefront, he confesses that his initial motives were rooted in investigation, but his feelings for Mac have evolved into a deep and abiding love. However, Jo Ann is unable to forgive his earlier deception and ends their relationship. The rift between them grows as Jo Ann eventually becomes aware of Mac's romantic sentiments towards her, and she finds herself reciprocating those emotions.

Meanwhile, Nick discovers the truth about Mac's cousin Gregg (Arliss Howard), who is secretly working for the DEA, using his connection to Maguire to gather incriminating evidence against Mac. Nick also uncovers Maguire's sinister plan to manipulate Mac, using half a million dollars to frame him in a drug deal that would implicate Carlos upon his visit.

As Jo Ann and Mac's relationship blossoms, they share a passionate night at his house. However, their intimacy is short-lived as Jo Ann receives an urgent call from her restaurant, forcing her to leave. Nick arrives at the scene, cautioning her against returning to Mac's home that evening, citing Carlos's anticipated visit. Despite Nick's warning, Jo Ann returns to Mac's residence, only to discover that Escalante is, in reality, Carlos.

A tense standoff ensues as Carlos confiscates Nick's pistol and whisks Jo Ann away to his yacht at the marina. Carlos is aware of Gregg's role as an informer and seizes the opportunity to eliminate him, leaving his body near a shipment of contaminated cocaine. The gruesome discovery sparks a chain reaction, prompting Nick to meet with Mac and warn him about Jo Ann's precarious situation.

Mac refuses to abandon Jo Ann, threatening Carlos at gunpoint and securing her safe passage on a speedboat. However, he promises Carlos that they will conclude their business as planned, unaware of the treachery awaiting him. As Nick confronts Maguire, he reveals the shocking truth: Escalante is actually Carlos.

Nick arrives at the marina ahead of Mac, only to be met with a double-cross by Carlos. The ensuing fight between Mac and Carlos ends with a fatal gunshot wound to Carlos's abdomen, as they struggle over the pistol that had been turned against them.

As Maguire's ruthless streak comes into full view, he unleashes a hail of bullets, targeting Carlos first and then Mac as he tries to surrender with his hands raised high. The cacophony of gunfire has far-reaching consequences, setting ablaze the boat's fuel tank just as Mac makes a desperate bid for freedom by leaping into the water. Meanwhile, Nick arrives at the marina, his senses on high alert as he responds to the gunfire, drawing his own weapon and bellowing orders at Maguire to cease fire. But Maguire remains unyielding, prompting Nick to take decisive action and strike him down with a shot that leaves him wounded in the back. The inferno raging out of control ultimately culminates in a devastating explosion that reduces the boat to smoldering rubble, along with its illicit cargo of millions of dollars' worth of drugs.

As the dust settles on this chaotic scene, Nick requests a rendezvous with Jo Ann at the beach. She obliges, only to find Mac, his wounds healed by the waves as he sprinted towards her for an emotional reunion in the surf. Nick watches with a satisfied smile from a distance, basking in the warmth of their tender moment.
