Ram Nandan successfully completes the rigorous interview process to secure his position as a district magistrate after passing the UPSC Exam. Eager to start this new chapter of his career, he embarks on his journey to Visakhapatnam, Andhra Pradesh. Yet, his aspirations take a dangerous turn when he becomes the target of a violent attack orchestrated by a gang associated with his college rival. This rival is deeply entrenched in sand mining, operating under the dubious influence of the Minister of Andhra Pradesh, Bobbili Mopidevi, who happens to be not just the son of Chief Minister Bobbili Sathyamoorthy, but also the younger brother of the Home Minister, Bobbili Munimanikyam.
Mopidevi harbors his own ambitions of claiming the Chief Minister position but is plagued by the fear that it might slip through his fingers and be inherited by his elder brother, being the eldest heir in the family lineage of Sathyamoorthy. Once Ram arrives at his new posting, he is determined to address the rampant corruption and misconduct plaguing the district. He boldly calls a meeting with the local wrongdoers the day after his arrival. In his attempt to appeal to their sense of morality, he earnestly urges them to cease their unlawful activities.
However, his efforts to persuade them are met with mockery, as they dismiss his pleas, believing his earnestness to be part of a cruel joke. Undeterred by their derision, Ram concocts a plan to confront them directly. He decides to accompany them to one of their harbors, where they claim to be engaged in the legitimate sale of rice. As the events unfold, he uncovers shocking evidence that reveals their true activities—selling narcotics instead. This pivotal moment sets the stage for an intense battle for justice as Ram navigates the treacherous waters of political ambition, crime, and his unwavering commitment to uphold the law.
