In the serene yet somber town of Sam Dent, British Columbia, tragedy strikes when a school bus veers off course, shatters a barrier, and plunges into the icy depths of a lake, claiming the lives of 14 innocent children. The bereaved parents are subsequently approached by Mitchell Stephens, an outsider haunted by his own personal demons stemming from his tumultuous relationship with his daughter, whose struggles with addiction have left him reeling. With a mix of conviction and desperation, Stephens convinces the initially hesitant parents and bus driver Dolores Driscoll (Dolores Driscoll) to pursue a class-action lawsuit against the town and bus company, insisting that the devastating accident was the result of gross negligence in designing the barrier or operating the bus.

As the case hinges on coaching the few surviving witnesses to provide crucial testimony in court, the spotlight falls on Nicole Burnell (Nicole Burnell), a 15-year-old who has been left paralyzed from the waist down due to her involvement in the accident. Prior to this fateful event, Nicole was an aspiring musician with a passion for music and a hidden vulnerability, as she had been preyed upon by her own father, Sam. Her plight becomes intertwined with that of Stephens, as he navigates the complex web of emotions surrounding the lawsuit.

Meanwhile, one particularly distraught parent, Billy Ansel (Billy Ansel), begins to harbor doubts about Stephens’ motives and pressures him to abandon the case; Nicole inadvertently overhears their heated exchange. Later, during the pretrial deposition, Nicole delivers a stunning revelation that sends shockwaves through the courtroom: she accuses bus driver Dolores of speeding on the day of the accident, effectively stalling the lawsuit. Although Stephens and Sam are aware that Nicole’s claim is unfounded, they are powerless to intervene.

Two years later, Stephens finds himself face-to-face with Dolores once more, now driving a city bus amidst the bustling streets.
