In 1995, in a calm city on the French Riviera, a disturbing scene unfolds. A group of teenage prostitutes, under the grim supervision of their local pimps, are on the lookout for customers. Suddenly, a van pulls up, and a man steps out. One of the pimps rudely tells him to move along, to which the man responds, “So am I,” before opening fire with an assault rifle. This man, Arkady Karasov (Radivoje Bukvic), accompanied by his associates Yuri and Leo Imasova (Lenn Kudrjawizki), ruthlessly eliminates the pimps, sending the prostitutes scattering in terror. Amidst the chaos, Karasov spares one survivor with a stern warning that this territory now belongs to him. He then commands a new set of working girls, adorned with necklaces symbolizing their servitude to him, to take their places on the street. Notably, one girl named Anna (Loan Chabanol) trembles in the aftermath of the violence.
Karasov soon notices Maissa ([Noémie Lenoir]), a former associate’s girl who remains at the scene of the crime, and offers her a position in his organization. With a quick ‘yes,’ she accepts and gets into his vehicle, while Anna continues to stand frigidly at the corner, tears filling her eyes.
Fifteen years pass.
Now, Anna finds herself in a luxurious restaurant, where she speaks into her phone, confirming that their elaborate plan is in full swing. Meanwhile, a group of six local thugs spots a black Audi in a parking garage and approaches it with intent to steal. Enter Frank Martin (Ed Skrein), who effortlessly subdues them, showcasing his martial arts prowess while dismissing their threats with casual confidence.
Later, Frank meets his father, Martin Sr. (Ray Stevenson), who expresses his mild annoyance at Frank being late to dinner. As they drive away, Frank receives an unexpected call, which he ignores—he prefers not to engage with unlisted numbers while driving.
Across town, Qiao ([Wenxia Yu]) is entangled in a tense situation with two men awaiting Anna. When Anna arrives, she surprises everyone by pulling out a hidden weapon, executing a swift double murder.
