In the aftermath of war-torn Bosnia and Herzegovina, Kathryn Bolkovac (Kathryn Bolkovac), a steadfast police officer from Lincoln, Nebraska, takes on an unconventional role with the United Nations International Police through Democra Security, a private contractor. Her determination to uphold justice proves contagious as she advocates for a Muslim woman who has fallen victim to domestic abuse, earning her the appointment as head of the department of gender affairs.

Meanwhile, two young women, Raya (Raya) and Luba, are sold into sexual slavery by a relative to a Bosnian sex-trafficking ring. In a daring escape, Raya flees with Irka, another girl forced into prostitution, and they find solace at a women’s shelter for victims of human trafficking. As Kathryn delves deeper into their case, she uncovers a staggering web of sexual slavery ensnaring international personnel, including Americans.

Kathryn’s unwavering commitment to justice prompts her to persuade Raya and Irka to testify against their traffickers in court, guaranteeing their safety. However, the UN official’s indifference leaves Irka stranded at the border between Bosnia and Serbia, too afraid to proceed with the trial. Tragically, Raya is recaptured by the traffickers after a corrupt peacekeeper tips them off, leading to her brutal rape with a metal pipe in front of the other girls.

As Kathryn brings the scandal to light, she discovers that the UN has been complicit in covering up the issue to protect lucrative defense and security contracts. Undeterred, she finds unlikely allies in Madeleine Rees (Madeleine Rees), head of the Human Rights Commission, and internal-affairs specialist Peter Ward. Despite facing numerous obstacles, including death threats on her answering machine and high-ranking officials overriding and closing Internal Affairs cases, Kathryn persists in her investigation.

Her tireless efforts finally pay off when she locates Raya during a raid, but the young woman refuses to come with her. A few days later, the gruesome discovery of Raya’s lifeless body, shot in the head by one of the traffickers, Ivan, serves as a stark reminder of the devastating consequences of complicity and corruption.

As the culmination of her meticulous research, Kathryn pens an explosive email to a veritable army of senior mission personnel, detailing her groundbreaking discoveries and sparking a chain reaction that would alter the course of events. However, instead of receiving accolades for her efforts, she finds herself abruptly terminated from her position. Undeterred by this setback, Kathryn seizes a rare opportunity one fateful evening to infiltrate the hallowed halls of DynCorp, driven by an unwavering determination to uncover evidence of the heinous sex trafficking that has long plagued the region. Cornered by the cunning Ward and another unsuspecting employee, she is initially forced to surrender her findings - only to discover that this seemingly dire predicament was, in fact, a masterfully orchestrated ruse concocted by both Ward and Kathryn herself. With their shared objective successfully accomplished, they manage to slip away unnoticed before Kathryn’s deportation from the country, whereupon she brings her incriminating evidence to the attention of BBC News in the United Kingdom.
