Wheeler finds himself awakening in a bleak prison cell with little comfort to speak of. He pounds on the door, and receives a response from Marco, the occupant of a more luxurious cell nearby. When Wheeler inquires about why he’s imprisoned and how to escape, Marco ominously informs him that no one escapes this place alive. He further elaborates that the facility is unacknowledged and that Wheeler essentially does not exist to the outside world, while providing only cryptic hints regarding their location. Meanwhile, a submarine lurks in the background.
As they converse, Wheeler’s mind drifts back to a pivotal moment with Agent Ballard at a motel in Mobile. Their meeting quickly escalates when Ballard brandishes a gun, but a struggle ensues, leading to a passionate kiss. The two share their mission and a night together, awakening in each other’s arms the following morning. Their breakfast is interrupted when masked assailants burst in, launching Wheeler into a frantic fight for survival. He manages to defeat the intruders and secure a gun, all while protecting Ballard. In the chaos, she rushes out to retrieve a vital drive containing sensitive information, but tragically falls victim to gunfire.
The sound of a second shot resonates, and Wheeler, believing Ballard to be dead, instinctively steals a pickup truck and flees with the now exposed dongle that holds crucial data. He connects with Drummond to arrange a meeting but upon arrival finds Drummond lifeless and is confronted by government agents, led by Ferris, who suspect Wheeler of treachery and drug him into submission. However, Rhodes, an intelligence agent, stands firmly by Wheeler’s side, convinced of his innocence.
Wheeler is taken aboard a decommissioned submarine, where he quickly realizes the stakes have escalated significantly. He engages once more with Marco, who provides further insight into their dire situation. Shortly thereafter, he’s summoned for interrogation, where Ferris attempts to extract a confession, but Wheeler maintains his position of being framed. Just as Ferris is prepared to use a syringe, he pulls back, leaving Cass to observe. Unable to bear the situation, she exits, revealing a bond with Wheeler forged through shared training.
Eventually, Rhodes takes over the questioning, hinting at his belief in Wheeler’s claims. Unfortunately, Ferris meets his end at Rhodes’ hands, leading to a power struggle on the submarine. As chaos unfolds, Wheeler manages to escape his confines but is re-captured by Cass and another agent, Ryan. After persuading them of his innocence, they devise a plan to communicate with the outside world, requiring the submarine to surface.
However, this is interspersed with conflict that leads to Ryan’s demise. As tensions rise, Cass directs her anger toward Wheeler, yet he insists that sacrifices are part of their dangerous line of work. Working together, they creatively engineer a way to make the submarine surface, but not without complications, including Cass suffering an injury. While healing her wound, Wheeler reveals the dangerous implications of the drive containing classified information and gains her trust to continue their alliance.
With the plan in motion, they assist Marco in overpowering Kingsley and his men. As the situation escalates, they confront Captain Darrows, trying to convince him of Rhodes’ true nature. The tension reaches a climax when Ballard reappears, previously believed to be dead, complicating the already chaotic scenario with a sudden confrontation.
In a desperate attempt to rescue their mission, Wheeler activates a communication system to alert their team in Cuba. However, the ensuing gunfight leads to further casualties, including Rhodes, who meets his end during the struggle. Meanwhile, at the Pentagon, both Cass and an injured Wheeler are commended for their efforts, with promises of partnership ahead in tracking down Ballard, now sighted in Venezuela. They leave the building, keeping in touch with Marco, who has managed to escape the grim fate that befell so many others.
