At a rally in Washington, D.C., political activist Sofia Flores advocates for women’s and racial equality. Tragically, that same evening, she is the target of a meticulously orchestrated hit-and-run outside her residence. Enter Travis Block, a seasoned Vietnam War veteran who operates as a fixer for FBI Director Gabriel Robinson. Tired and eager to retire to spend quality time with his daughter and granddaughter, Block expresses his desire to step down, but Robinson is hesitant to allow it.
Instead of retirement, Block is thrust into a new mission: apprehending an undercover FBI agent, Dusty Crane. However, Crane goes off the rails and reaches out to journalist Mira Jones, claiming he has crucial information regarding Flores’ untimely demise. Block tailors his pursuit of Jones, who leads him to a museum where Crane once again slips through their fingers. In a tense moment, Crane reveals to Block that Robinson ordered Flores’ assassination just before he is fatally shot by two FBI agents.
This sets off a chain reaction; Block and Jones reconnect, and she discloses that Crane hinted at significant details about Operation Unity—a clandestine FBI initiative helmed by Robinson that is responsible for the deaths of innocent people, including Flores. When Block confronts Robinson regarding the operation, he is dismissively warned not to meddle in affairs beyond his reach.

Just as they are about to gain the upper hand, Robinson escapes with the aid of armed agents, resulting in a gripping shoot-out wherein Block manages to defeat them and secure the hard drive.
As Block and Jones sift through the heartbreaking revelations contained within, they learn that Crane had a romantic attachment to Flores, which ultimately led to her murder by Robinson. Armed with the truth, Block confronts Robinson once again, compelling him to surrender to justice. The aftermath sees Robinson arrested for his abhorrent actions, while Jones completes her investigative report detailing the government cover-up. With justice served, Block finally claims his retirement and reunites with his family, who had been safeguarded in Witness Protection, now brought back into his life.
