The Kanemitsu Corporation, a Japanese conglomerate known for its financial strength and adventurous strategies, has assumed control of OCP, injecting new energy into the faltering project. Under the mysterious leadership of Kanemitsu’s CEO, the initiative seeks to forcibly relocate the inhabitants of Detroit, including the residents of Cadillac Heights, to clear the land for Delta City.

As underlying tensions escalate, a brave group of citizens emerges, determined to defend their homes against OCP’s forceful removal attempts. Among them stands Nikko Halloran, a clever and resourceful resident of Cadillac Heights who possesses an exceptional talent for hacking into computer systems. Her efforts are tragically amplified when she loses her parents to one of OCP’s brutal eviction operations.

At the same time, RoboCop (Peter Weller) and his loyal partner Anne Lewis (Nancy Allen) are on patrol, striving to safeguard citizens from the menacing Urban Rehabilitators, a heavily armed security force put in place by OCP. When the ruthless leader of the Rehabs, McDaggett, causes life-threatening injuries to Lewis in a fierce confrontation, RoboCop is hindered by his programming’s strict adherence to the “Fourth Directive,” rendering him unable to act. Undeterred, RoboCop learns of Kanemitsu’s creation of an army of “Otomo” androids, deployed to back McDaggett in his pursuit of retribution against the uprising. The Rehabs launch a sweeping attack on the resistance’s stronghold, leaving the majority of its members either slain or captured. On returning to find the base deserted, RoboCop encounters an Otomo unit, leading to another event that drains his energy, resulting in the loss of his left arm and auto gun. Nevertheless, he unyieldingly defeats his adversary using his arm-mounted weapon.

In an extraordinary operation, Nikko infiltrates the OCP headquarters to collaborate with Dr. Lazarus in broadcasting a revealing video exposé. This footage lays bare OCP’s involvement in exacerbating the city’s crime issues and condemns them for their atrocious treatment of Cadillac Heights residents. As tensions heighten, McDaggett opts for a full-frontal assault on Cadillac Heights, enlisting the Detroit police to aid his cause. In retaliation, McDaggett resorts to hiring street gangs and thugs to fulfill his objectives. Having witnessed Dr. Lazarus’ exposé, RoboCop offers pivotal aerial support for the entrenched resistance forces before racing towards the OCP facility to confront McDaggett. Despite an initial setback against two Otomo robots, the tide changes when Nikko and Dr. Lazarus successfully reprogram the androids remotely, leading to them turning on one another.
