As Police Squad Lieutenant Frank Drebin enjoys a much-needed vacation in Beirut, fate intervenes, presenting him with a chance to disrupt a covert gathering of international foes. This unlikely coalition consists of infamous figures like Idi Amin, Muammar Gaddafi, Ayatollah Khomeini, Yasser Arafat, Fidel Castro, and Mikhail Gorbachev, all conspiring to execute a terrorist plot designed to humiliate the United States.
Back in Los Angeles, Officer Nordberg is determined to uncover Vincent Ludwig’s heroin operation. However, he falls victim to an ambush by Ludwig’s henchmen, leaving him severely injured. Upon returning to L.A., Drebin visits his ailing colleague and uncovers cryptic clues pointing to Ludwig’s involvement in Nordberg’s dire situation.
Suddenly plunged into a high-stakes investigation, Drebin must resolve the case swiftly to prevent damaging rumors from surfacing before the anticipated royal visit of Queen Elizabeth II. With just 24 hours to exonerate Nordberg, he approaches Ludwig under the guise of routine questioning, unintentionally setting off a series of events that catapult him into a world of danger.
Ludwig’s malevolent plans begin to unfold as he meets with a shadowy accomplice from the Beirut conference to plot the assassination of the Queen. The devious businessman agrees to carry out this nefarious act for a staggering fee of $20 million, employing an arsenal of mind-controlling devices and hypnotic suggestions to convert unsuspecting individuals into lethal assassins.
As Drebin navigates through the maze of intrigue, he faces peril at every corner. A comedic turning point arises when Ludwig attempts to eliminate Nordberg by hypnotizing his doctor, but Drebin intervenes and foils the plot.
Taking matters into his own hands, Drebin breaks into Ludwig’s office, searching for incriminating evidence but inadvertently ignites a fire that engulfs the location, incinerating all tangible proof. The once-innocent detective now must confront Ludwig at a lavish reception welcoming the Queen.
In a cascade of mishaps, Drebin misinterprets Ludwig’s demonstration of a musket as an assault on the Queen, leading to an unsuccessful attempt to safeguard her, which ends in his dismissal from Police Squad. Meanwhile, Jane, Ludwig’s unwitting accomplice, begins to question her role in the evil scheme and confides in Drebin about the looming assassination at Anaheim Stadium.
With the clock ticking down, Drebin dons a disguise and infiltrates the baseball game, resolute in his mission to thwart a disaster. As Police Squad converges on the stadium, Detective Drebin (played by Leslie Nielsen) commands attention, outlining the treacherous plot to his colleagues. With precision, he even deems it necessary to tackle the home plate umpire and conducts an impromptu weapons search amongst the players as they prepare to bat.
Ludwig’s sinister scheme kicks off when he activates Reggie Jackson (played by himself), an assassin with a flair for chaos. Just as Jackson attempts to make his move against the Queen, Jane alerts Drebin, who springs into action. Despite a bench-clearing brawl caused by Drebin’s pursuit of Jackson, the assassin manages to slip away during the chaos.
As Ludwig claims an advantage, holding Jane captive during his escape, Drebin leaps into action again. He shoots a tranquilizer dart aimed at Jackson but misses, inadvertently hitting a large woman in the crowd, causing her to topple onto Jackson and incapacitate him.
Continuing his chase, Drebin pursues Ludwig to the heights of the stadium. A well-placed dart later ends Ludwig’s reign of peril as he falls dramatically, only to be killed by an oncoming bus, crushed under a steamroller, and trampled by the USC marching band in a surreal turn of events. As calm is eventually restored, Jane, still under Ludwig’s control, tries to attack Drebin. However, he cleverly snaps her out of her hypnosis by confessing his feelings and presenting her with an engagement ring.
Ultimately, Drebin is reinstated in Police Squad, where Nordberg (O.J. Simpson) congratulates him on his triumph as he recovers from the chaos. Nevertheless, Drebin’s celebration is short-lived when, in a moment of carelessness, he sends Nordberg’s wheelchair careening down the stadium stairs and onto the field, resulting in uncontrollable laughter from both officers at the inherent absurdity of the situation.
