In the rugged terrain of eastern Siberia’s Dzhugdzhur Mountains, Dieter Von Cunth (Val Kilmer) seizes control of a nuclear X-5 warhead from the Russian army, eliminating all escorting soldiers in the process. Meanwhile, in Ecuador, Col. Jim Faith (Powers Boothe) and Lt. Dixon Piper (Ryan Phillippe) are hot on the trail of former Green Beret, Navy SEAL, and Army Ranger MacGruber (Will Forte), a war hero with an impressive résumé boasting 6 tours in Desert Storm, 4 in Bosnia, and additional stints in Angola, Somalia, Mozambique, Nicaragua, and Sierra Leone. MacGruber’s illustrious career has earned him 16 Purple Hearts, 3 Congressional Medals of Honor, 7 Presidential Medals of Bravery, and numerous other accolades.

As Faith and Piper track down MacGruber to a serene chapel in Ecuador, they persuade him to retrieve the warhead, which they claim has been relocated to US soil. Initially resistant, MacGruber’s demeanor shifts dramatically that night when he’s overcome by a torrent of rage sparked by memories of Cunth killing his fiancée, Casey Fitzpatrick (Maya Rudolph), on their wedding day. With his emotions rekindled, MacGruber accepts the mission.

MacGruber, notorious for his effectiveness but also prone to causing significant collateral damage during his missions, embarks on a quest to confront Von Cunth and his team, which includes Hoss Bender, Constantine Bach (Timothy V. Murphy), and Zeke Pleshette (Jasper Cole).

A heated exchange at the Pentagon with Faith and Piper ultimately prompts MacGruber to create a list of potential allies and travel to the US to assemble his team in pursuit of Von Cunth. Faith’s desire for Lt. Piper to serve as MacGruber’s second-in-command is swiftly rebuffed, as MacGruber views Piper as a rookie with little combat experience.

MacGruber makes a series of hasty decisions, recruiting Frank Krover (Chris Jericho), Tut Beemer (Mark Henry), Vernon Freedom (Montel Vontavious Porter), Tug Phelps (The Great Khali), and Tanker Lutz (Kane) to his cause. However, his team is tragically decimated when their van explodes, killing every member except Vicki St. Elmo (Kristen Wiig), who has chosen a quieter life.

Faith promptly removes MacGruber from the case, but MacGruber’s desperation and pleading with Piper ultimately convince him to form a new team, with Vicki arriving at the Pentagon to join forces in taking down Von Cunth.

As they delve deeper into Cunth’s (character name not provided) Vegas underworld, MacGruber and Piper find themselves at the nightclub mogul’s doorstep. A chance encounter with a parking lot driver sets MacGruber off, prompting him to etch the license plate number KFBR392 into his memory like an indelible mark. Taking center stage, MacGruber announces his identity, intentions, and next-day whereabouts, much to Piper’s dismay - their mission has yielded nothing but exposure and frustration, with no tangible evidence of Cunth’s nefarious plans.

Their undercover operation takes a clever turn as Vicki assumes the role of MacGruber, luring potential leads on the street. Meanwhile, Hoss Bender (Andy Mackenzie), Cunth’s henchman, initiates an attack on their van, only for MacGruber to apprehend and eliminate him. A thorough search of Bender’s trunk reveals a substantial cash stash and an upcoming appointment - Piper deduces that this is where the transfer of codes would occur.

Disguising themselves as Bender and MacGruber, respectively, the duo attempts to infiltrate a warehouse, intent on foiling Cunth’s rocket operation password acquisition. MacGruber distracts the guards, while Piper takes care of most of the men, but ultimately fails to halt the code transfer.

Faith orders MacGruber not to attend Cunth’s charity event that evening, but he chooses to disregard her instruction. At the gala, MacGruber confronts and threatens Cunth and his entourage, only to be ejected from the premises. Back at the Pentagon, Faith reprimands him, taking him off the case.

As they reflect on their failures over beers outside Piper’s trailer, MacGruber shares a revealing anecdote about his past with Cunth: it was in college that MacGruber first met Cunth and Casey Fitzpatrick, becoming entangled in a complicated love triangle that led to a bitter feud. Cunth was once engaged to Casey until her affair with MacGruber prompted him to ask her to abort the baby.

When an ambush targets them, MacGruber uses Piper as a human shield to survive, escaping with Vicki. Initially believing Piper perished in the attack, they are later stunned to discover that he had been wearing a bulletproof vest all along. Praising MacGruber’s quick thinking, Piper exits the team, leaving MacGruber none the wiser about his partner’s protective gear.

As MacGruber lies wounded and helpless, Vicki takes pity on him and whisks him away to her home, where she confesses her deep-seated emotions for him. With a sense of vulnerability, she reveals her status as a virgin, and the two engage in a passionate union. However, MacGruber’s guilt and shame soon consume him, leading him to visit his deceased bride Casey’s grave, only to find solace and forgiveness from her ethereal presence.

Meanwhile, Faith reaches out to MacGruber with alarming news - the X-5 has been recovered, but he remains unconvinced of Cunth’s involvement. His skepticism is further fueled by the revelation that a senator, burdened by debt to the nefarious Cunth, had deliberately fed false information to Faith to mislead MacGruber. Undeterred, MacGruber sets out to uncover the truth, tracking down and destroying the KFBR392 car, a symbol of his growing unease.

Back at Vicki’s residence, MacGruber discovers that Cunth has kidnapped her, intent on exploiting her as leverage for his dastardly plan to blow up Congress during the State of the Union address. Enraged, MacGruber receives a taunting call from Cunth, prompting him to rally Piper for one final mission to thwart the villain’s scheme.

As they infiltrate Cunth’s stronghold, MacGruber and Piper find themselves captured and held at gunpoint. Confronted by Vicki, now a pawn in Cunth’s game, MacGruber is forced to confront his own moral ambiguity when Piper urges him to take up arms. Despite initial reservations, MacGruber reluctantly accepts the necessity of violence, receiving a crash course in marksmanship from his partner.

Together, they overpower Cunth and his cohorts, securing Vicki’s release and rendering the warhead inert. As they make their escape, MacGruber proposes to Vicki, who accepts, sealing their bond with a kiss.

Six months later, as MacGruber and Vicki exchange vows at their wedding ceremony, the ghosts of MacGruber’s fallen comrades appear, serving as poignant reminders of his past sacrifices. Just as MacGruber prepares to seal his union with Vicki, he spots Cunth lurking in the shadows, armed with an RPG. With a fierce determination, MacGruber charges into battle, protecting Vicki and dispatching Cunth in a spectacular display of heroism. As the villain’s lifeless form hurtles off the altar, MacGruber seals his victory by urinating on the corpse from the summit above, a testament to his unyielding commitment to justice.
