What organization governs the society in 'Solarbabies'?

Plot Summary

In a desolate aftermath, where the once-blue skies have turned a perpetual grey, the remnants of humanity cling to existence within the suffocating grip of the Eco Protectorate. This paramilitary organization has reduced the planet’s water supply to mere containment, its dominion over the new world order as rigid as the bars on the orphanages they’ve constructed for their unwitting pawns. The only respite from this bleakness comes in the form of a rough-and-tumble sport that has become an unlikely unifier among these wayward children: a fusion of lacrosse and roller-hockey played with reckless abandon.

Among this ragtag group is Jason, the fearless leader, Terra, Tug, Rabbit, Metron, and Daniel, a young deaf boy whose existence is forever changed when he stumbles upon a mysterious orb in a hidden cave. This enigmatic artifact, imbued with otherworldly powers, is none other than Bodhi, an alien intelligence that defies explanation. With its intervention, Daniel’s hearing is restored, and the sphere bestows upon him the ability to conjure rain indoors – a tantalizing glimpse into a world beyond their drab reality.

As news of this phenomenon spreads like wildfire, Darstar seizes the orb, hoping to harness its power for his own gain. He flees the orphanage on roller skates, with Daniel hot on his heels, followed closely by the rest of the group. Meanwhile, the E-Police close in, their pursuit interrupted only when they capture Darstar, clutching Bodhi’s sphere. The stage is set for a daring rescue mission orchestrated by the Eco Warriors, a band of seasoned outlaws led by Terra’s long-lost father, Greentree.

Following their liberation, the teens turn their attention to infiltrating the Protectorate’s heavily fortified Water Storage Building, utilizing their roller skating prowess to bypass security. Within its walls, they uncover the E-Police’s sinister plan to destroy Bodhi and intervene just in time to recover the alien, only to watch it dematerialize, releasing the water back into the world as they make their hasty exit.

As the dust settles, Bodhi sparks a thunderstorm of unprecedented ferocity, its energy coursing through each of the teens, imbuing them with an otherworldly connection. In the aftermath, the orphans find themselves gathered on a hillside, basking in the newfound freedom as the ocean’s waters lap at their feet.

In the closing credits, we behold the orphans frolicking together in the restored ocean, Darstar having finally found his place within the group, while Jason and Terra share a tender moment, their bond forged in the crucible of adversity.
