Tom Carter, known as the “In and Out Bandit,” portrayed by Liam Neeson, is determined to pull off his final heist. After breaking into a safe, he seeks a fresh start by taking a job at a self-storage warehouse, where he forms a connection with Annie played by Kate Walsh, a graduate student who finds him charming.
Fast forward a year, and Tom and Annie are happily together. Tom reveals a potential apartment purchase to Annie, which they technically break into. She enjoys the space, unaware that Tom hopes to create a stable future for them.
In the meantime, FBI Agent Sean Meyers portrayed by Jeffrey Donovan is grappling with personal issues, including a divorce, and his loyal dog. Just as Tom confesses over the phone his identity and dissatisfaction with his nickname, the FBI is skeptical, having received multiple confessions from impostors. Tom insists that he wants to turn himself in out of love for Annie and for a fresh start. Skeptical, Agent Samuel Baker played by Robert Patrick sends agents John Nivens Jai Courtney and Ramon Hall Anthony Ramos to interview him.
When the agents meet Tom in his apartment, he reveals a storage unit filled with the proceeds from his criminal past, surprising them with the truth. Nivens convinces Hall to join him in a scheme to steal the money for themselves. However, upon stumbling into Annie, they assure her they know Tom, weaving a web of deception.
But things take a deadly turn when Nivens, in a bid to eliminate Tom and secure the money, pulls out his gun and accidentally kills Agent Baker just as he arrives. A fight ensues, leading Tom and Nivens crashing out the window, with Annie witnessing the horror. Despite their escape, Nivens and Hall attempt to cover their tracks, plotting to frame Tom.
Desperate to protect Annie, Tom confesses his past as a thief to her, hoping for redemption. But Annie is distressed, struggling to reconcile Tom’s criminal history with her feelings for him. At the same time, Agent Meyers is investigating the aftermath of Baker’s murder and trying to piece together Tom’s history. As Tom and Annie lay low, she uncovers footage from the storage warehouse that could implicate the corrupt agents, but Nivens attacks her, leading to a chaotic confrontation.
With time running out and danger closing in, Tom devises a plan to rescue Annie and confront Nivens. He embarks on a final showdown, planting a bomb in Nivens’ house to lure him out. Meanwhile, Annie works with Meyers to gather evidence against the two corrupt agents.
