In the scorching desert town of Chandler, Arizona, a sense of unease settles over the residents as FBI Critical Incident Response Group Agents Kate Macer (Emily Blunt) and Reggie Wayne (Daniel Kaluuya) spearhead a daring raid on a suspected Mexican cartel safe-house. The operation unfolds with precision, but the discovery of dozens of decomposing corpses and a deadly booby trap that claims the lives of two policemen underscores the brutal stakes. As Kate’s boss recommends her for a Department of Justice special joint task force, overseen by the enigmatic Matt Graver (Josh Brolin) and the mysterious Alejandro Gillick (Benicio Del Toro), Kate is drawn into a high-stakes game of cat and mouse.

The team, driven by a sense of purpose, sets its sights on Ciudad Juárez, Mexico, where they aim to extradite Guillermo Diaz (Edgar Arreola), brother and henchman of the elusive Manuel Díaz (Bernardo Saracino). As Reggie and Kate begin to question the task force’s unconventional methods, Matt finally reveals the true objective: not to apprehend Díaz as initially suggested, but to cripple his drug operations so thoroughly that he will be compelled to return to Mexico, thereby bringing elusive cartel leader Fausto Alarcón within their grasp. The team sets its sights on a bank used by Díaz’s money launderers, disrupting his cash flow and setting the stage for a cat-and-mouse game of unparalleled complexity.

Kate and Reggie’s frustration grows as they are ordered to abandon any legal pursuit of justice, instead choosing to perpetuate the cycle of violence. It is against this backdrop that Kate meets Ted (Jon Bernthal), a seemingly innocuous Phoenix police officer who, unbeknownst to her, has ties to the cartel. As their relationship blossoms, Kate’s world is turned upside down when she realizes Ted’s true allegiance and finds herself struggling for survival.

The discovery of Alejandro kidnapping Silvio, a corrupt Mexican police officer, in the Mexican end of the tunnel marks a turning point for Kate. Despite being met with gunfire and forced to flee, she refuses to back down, determined to expose the illicit activities unfolding before her eyes.

As the stakes escalate, Kate confronts Matt, only to be met with a chilling revelation: their mission was never about bringing Alarcón and Díaz to justice, but rather about resurrecting a bygone era when a single cartel, Medellín, held sway over the drug trade. This monopolistic control would allow the U.S. government to wield greater influence. Alejandro’s role in this scheme is twofold: he was brought on board to topple the Sonora Cartel by assassinating Alarcón and reducing competition, while also seeking revenge against Alarcón for ordering the murder of his wife and daughter.

In Mexico, Alejandro’s brutality knows no bounds as he forces Silvio to drive him to Díaz, ultimately leading to a bloodbath at Alarcón’s estate. The carnage claims the lives of Díaz, all guards, and the entire Alarcón family. Alejandro’s final act is a visit to Kate’s apartment, where he coerces her into signing a waiver legitimizing the operation by holding her at gunpoint. As he departs, Kate finds herself torn between her duty to uphold the law and her reluctance to take down the ruthless operative who has left a trail of destruction in his wake. In Nogales, Sonora, Silvio’s widow watches her son’s soccer game, oblivious to the chaos unfolding mere miles away, as the sound of gunfire briefly interrupts the proceedings before the match resumes.
