The Hong Kong Police faces a significant public relations debacle following a disastrous shootout that was caught live, depicting an officer surrendering in fear to the mobsters on local media. Amidst this chaos, Inspector Cheung and his dedicated team are tasked with apprehending the mobsters, who are orchestrated by the clever and resourceful Yuen.

Simultaneously, Superintendent Rebecca Fong spearheads an initiative within the police department to divert media attention and restore the tarnished image of her team. She seizes an opportunity during a raid on the mobsters, who are hiding out in a downtown apartment, while Inspector Cheung orchestrates his own operation against the criminals, leading to intense gunfights along the way.

Yuen cleverly seeks refuge in the home of Yip, a bumbling taxi driver and father, residing in the very apartment targeted by the police. With the unwilling assistance of Yip’s tech-savvy son, Yuen engages in a complex game of cat and mouse with the law enforcement, strategically releasing deceptive images that portray the police as incompetent to the media. In response to this, Superintendent Fong employs her own tactics to counter the situation, including an amusing maneuver of distributing a lavish packed lunch to the various squads on duty.

After the first raid, which ends in the PTU officers’ failure against Yuen and his crew, the SDU operators are called in to flush out the mobsters. Inspector Cheung eventually manages to track down Yuen, yet his victory comes at a cost. He finds himself ensnared in a high-octane chase and gunfight, culminating in a tense situation that sees Fong being held hostage.

“This is a game of survival,” Yuen taunts, as the stakes rise and the pressure mounts on both sides.
