Meanwhile, Superintendent Rebecca Fong orchestrates a clever damage control campaign to salvage the reputation of her team, leveraging a high-stakes raid on the mobsters' hideout in a downtown apartment complex. The ensuing chaos sees Inspector Cheung's team locked in a series of intense firefights with Yuen's cohorts, as the stakes escalate and the body count rises.

As Yuen finds himself cornered in the humble abode of Yip, a hapless taxi driver and father, he employs his quick wit and cunning to outmaneuver Inspector Cheung's relentless pursuit. With the unwitting assistance of Yip's tech-savvy son, Yuen orchestrates a cat-and-mouse game that sees him release fabricated images of police incompetence to the media, further eroding public confidence in the authorities. In a bold move, Superintendent Fong counters with a clever trick of her own, dispatching a sumptuous packed lunch to the numerous squads on duty, sowing confusion and undermining Yuen's efforts.

After PTU officers suffer a crushing defeat in their initial raid attempt, SDU operators are called in to flush out Yuen and his cohorts. In a heart-pumping climax, Inspector Cheung finally tracks down Yuen, only to find himself defeated after a thrilling high-octane chase and gunfight sequence, with Superintendent Fong held hostage.
