In the aftermath of a disastrous operation in Phnom Penh, Cambodia, which culminates in a tragic loss of life, CIA Global Response team leader Jake Alexander (Steven Seagal) and his remaining operatives - Sonia Dekker (Sonia Couling), Tom Benton (Byron Gibson), Maria Lopez (Mica Javier), and Ben Harrison (Jai Day) - are disbanded by the Central Intelligence Agency. Despite explicit orders from CIA Agent Jessica Thompson, the team decides to press on with their pursuit of notorious arms dealer Gino Orsetti (Edoardo Costa), relying on financial backing from Hong Kong-based magnate Katarina Sokolov (Evgeniya Akhremenko).

Alexander's team regroups in Bangkok, where Tom cleverly secures a meeting with Orsetti by posing as a prospective buyer of the organs he offers for sale. Meanwhile, CIA Agent Alec Hayes (Robert Rownd) attempts to neutralize Alexander and his team by dispatching a hitman, but the assassin fails in their mission. Following a brief layover in Thailand, the team relocates to Manila, where Sonia and Tom meet with Orsetti while the rest of the team provides covert surveillance. Just as the transaction is about to be completed, Sonia and Tom strike at Orsetti, triggering a violent shootout that spills out onto the streets.

As the chaos subsides, Alexander kills Orsetti in a fierce struggle, bringing an end to their illicit dealings. Two weeks later, following a grueling interrogation by Thompson regarding his role in Orsetti's demise, Alexander resigns from the CIA and disappears into obscurity. His former teammates refuse to divulge his whereabouts, but CIA Agent Hayes is relentless in his pursuit of Alexander, eventually ordering a drone strike on him just as he has reunited with his lover in the picturesque Filipino countryside.
