In the sun-kissed city of Marseille, a seasoned police detective becomes obsessed with tracking down Alain Charnier, a cunning mastermind behind a lucrative heroin-smuggling operation. The relentless pursuit takes a deadly turn when Charnier’s ruthless hitman, Pierre Nicoli, brutally murders the detective, setting off a chain reaction of events that would send shockwaves across the globe. As the investigation unfolds, authorities in New York City are alerted to a potential narcotics shipment hidden within the vehicle of Henri Devereaux (actor name), a charismatic television personality who’s unwittingly become entangled in Charnier’s sinister plans.

Meanwhile, detectives Jimmy “Popeye” Doyle and Buddy “Cloudy” Russo, two seasoned veterans with a keen instinct for sniffing out trouble, find themselves at the Copacabana nightclub, sipping drinks and swapping stories. Their evening takes an unexpected turn when they notice Salvatore “Sal” Boca and his beautiful young wife, Angie, hosting a gathering of high-stakes players in the world of narcotics. As Popeye’s sharp eyes scan the room, he makes a crucial connection between the Bocas and lawyer Joel Weinstock, a shrewd player with ties to the dark underbelly of organized crime.

As tensions escalate, Popeye and Cloudy convince their superiors to authorize wiretaps on the Bocas’ phones, hoping to gather intelligence that will lead them straight to the source of the heroin. The stakes are raised further when Devereaux’s vehicle arrives in New York City, carrying its illicit cargo. Boca’s anxiety grows as he pleads with Weinstock for a delay, sensing that they’re being watched. Unbeknownst to Charnier, his rival gangster has been tracking Popeye’s every move, and the stakes reach a fever pitch when Charnier slips away on a departing subway train, evading capture by mere seconds.

In a desperate bid to shake off the relentless detective, Boca finds himself at odds with Weinstock, who urges caution in light of the surveillance. Meanwhile, back in France, Nicoli attempts to take out Popeye but misses his mark, sending the detective on a high-stakes chase through the streets of New York City. With Nicoli’s getaway train leaving the station, Popeye commandeers an automobile and gives furious pursuit, plowing through traffic and leaving a trail of destruction in his wake. The game has well and truly begun, with Popeye hot on Charnier’s heels, determined to bring him down before it’s too late.

As Nicoli’s frantic pursuit gains momentum, the calculating assassin takes control of the train, forcing the motorman to navigate through the next station at gunpoint. The conductor becomes the latest victim of Nicoli’s ruthless tactics, but just as he appears poised to deliver a fatal blow to the entire train, an emergency brake engages, sending him crashing to the floor. Popeye arrives on the scene, witnessing the killer’s dismount from the platform. As Nicoli catches sight of his pursuer, he attempts to make a hasty retreat, only to meet his demise at the hands of Popeye. Following a lengthy stakeout, Popeye and his team meticulously impound Devereaux’s Lincoln, conducting a thorough search for the elusive contraband. Despite their efforts appearing fruitless, Cloudy’s keen observation reveals the vehicle’s shipping weight is significantly higher than its listed manufacturer’s specifications, leading them to suspect that the illicit goods remain hidden within. A meticulous dissection of the car’s rocker panels ultimately yields the long-sought-after packages of heroin. With the original vehicle rendered unusable during their search, the authorities substitute a lookalike and return it to Devereaux, who subsequently delivers it to Charnier.

Undeterred by Popeye’s relentless pursuit, Charnier makes his way to an abandoned factory on Wards Island to meet with Weinstock, carefully offloading the drugs. Following verification of their quality by Weinstock’s chemist, Charnier conceals the illicit funds within the rocker panels of a junk car purchased at auction, intending to smuggle it back to France. As he and Sal depart in the Lincoln, they’re met with a roadblock of unprecedented proportions, courtesy of Popeye and his team. A high-stakes police chase ensues, culminating in a showdown at the abandoned factory where Boca meets his demise during a brutal firefight. As most of the criminals surrender, Charnier makes his escape into an adjacent abandoned bakery, pursued by Popeye and Cloudy. In a moment of haste, Popeye misfires on a shadowy figure in the distance, inadvertently claiming Mulderig’s life. Unfazed, Popeye reassures Cloudy that he will ultimately apprehend Charnier. After reloading his weapon, Popeye charges into another room, followed by a solitary gunshot echoing through the bakery.

And then there’s Charnier, the mastermind behind it all - though never brought to justice, his elusive nature only serves to underscore the true extent of his malevolent influence. As for Popeye and Cloudy, their roles in the narcotics division come to an abrupt end, replaced by fresh assignments that will likely bring new challenges and opportunities.
