In the tumultuous year of 1999, amidst the chaos in Kosovo, Serbian soldiers are wreaking havoc on an Albanian village. Enter Sergeant 1st Class Aaron Hallam, portrayed by Benicio Del Toro, a top-tier soldier and covert operative. Hallam infiltrates an enemy stronghold and confronts a Serbian commander, ultimately killing him in a swift act of violence.
Fast forward to present-day British Columbia, where L. T. Bonham—played by Tommy Lee Jones—has transitioned from that life of combat to a more peaceful existence working for the World Wildlife Fund. His current task involves treating an injured wolf, and soon after, he confronts the man responsible for the animal’s suffering by slamming him into a table.
Meanwhile, in the dense forests of Silver Falls, Oregon, two hunters armed with state-of-the-art rifles are unaware that they are being hunted themselves. Hallam has set his sights on them, engaging in a deadly game of cat and mouse, taunting them before ruthlessly dispatching them and leaving a gruesome trail in his wake.
Recognizing the urgent need to capture Hallam, government officials recruit Bonham for his unparalleled tracking abilities, pleading for his assistance. Reluctantly accepting the mission, Bonham meets the determined FBI agent Abby Durrell, depicted by Connie Nielsen, who briefs him on the situation. When Bonham encounters Hallam, they engage in a fierce battle, demonstrating their equal prowess. However, they are interrupted when Abby and the surrounding agents tranquilize Hallam, taking him into custody in Portland, Oregon.
The plot thickens when Dale Hewitt (played by Mark Pellegrino) and Stokes (portrayed by Aaron Brounstein), operatives from the Department of Defense, arrive with a mandate to transfer Hallam. They provide scant information, revealing that Hallam’s skills have morphed him into a remorseless assassin, driven by the torment of his PTSD incurred in Kosovo.
Bonham and Hallam share a tumultuous history; Bonham trained Hallam but has since abandoned that lethal lifestyle. Hallam, viewing Bonham as a father figure, pours out his anguish in letters that went unanswered, revealing his profound psychological struggles.
As the narrative unfolds, Hallam makes a daring escape during transport, dispatching his captors in a dramatic turn of events. He subsequently confronts his ex-girlfriend Irene Kravitz (played by Leslie Stefanson), warning her and her daughter Loretta (Jenna Boyd) of impending danger, and compelling them to flee for their safety.
Meanwhile, Bonham, under the impression that his assignment was over, learns of Hallam’s escape and rushes back to Portland. Joined by Abby, they search for Hallam, only to find him eluding capture yet again. What follows is a relentless pursuit through urban landscapes and underground passages, punctuated by a series of brutal encounters as Hallam picks off law enforcement officers in his bid for survival.
The chase culminates in a tense showdown near a river, where both men, armed with makeshift knives, unleash their fury on one another. With wounds inflicted on both sides, the battle comes to a tragic end when Bonham manages to fatally wound Hallam just as Abby and the agents finally catch up.
In the aftermath, Bonham returns to the solitude of his cabin in British Columbia, engaging in a somber ritual of burning the letters Hallam had sent him, marking the end of a turbulent chapter in both their lives.
