Kebede Bimro, an Ethiopian Jew, partners with Israeli Mossad agent Ari Levinson to orchestrate the evacuation of Jewish-Ethiopian refugees to Israel. Recognizing that his mission in Ethiopia would benefit from a legitimate front, Ari proposes a clever plan to Israeli intelligence officer Ethan Levin. His strategy involves renting the Red Sea Diving Resort, a deserted hotel along the Sudanese coast, to facilitate the clandestine movement of refugees.
Once this unconventional plan gains reluctant approval, Ari mobilizes his former Mossad associates: Sammy Navon, Rachel Reiter, Jake Wolf, and Max Rose, to form a dedicated team. As they settle into the Islamic nation of Sudan, they print brochures that inadvertently attract genuine tourists to their resort. Initially, accommodating guests was not part of the mission, but Ari soon realizes that their presence could provide essential cover for the ongoing operations. Thus, the team operates the resort as a legitimate enterprise while simultaneously working to rescue refugees, transporting them to a waiting Israeli ship just offshore.
The operation begins to yield success with multiple extractions, but looming threats arise. Sudanese Colonel Abdel Ahmed uncovers evidence of Bimro after investigating a grim incident involving the interrogation and murder of a group of refugees. Although Ahmed inspects the resort, he fails to unveil the refugee efforts.
Tension escalates when Ari and Sammy find themselves detained after a close call during an evacuation mission. Upon their release, they return to the resort to find Ethan informing them that their mission has now been compromised and is officially canceled.
As Ahmed’s scrutiny intensifies, Rachel faces a grave situation that forces her to kill one of Ahmed’s soldiers when he stumbles upon concealed refugees. In a desperate bid to carry out one final extraction, Ari coordinates with CIA officer Walton Bowen to execute a daring cargo plane rescue at an abandoned British airfield. With danger closing in, Ari and his team barely manage to escape Ahmed’s grasp while ensuring the safety of the refugees they’ve worked so hard to save.
