Kathryn Bolkovac is a determined police officer hailing from Lincoln, Nebraska, who takes a significant leap into the unknown when she accepts a position with the United Nations International Police Force during the tumultuous aftermath of the Bosnian War. Hired by a private contractor known as Democra Security, which is a thinly-veiled stand-in for DynCorp International, she embarks on a challenging journey. As her dedication to her new role becomes evident, Kathryn advocates for a Muslim woman suffering from domestic abuse, and her efforts earn her the prestigious appointment as the head of the Department of Gender Affairs.

In the midst of this chaotic environment, we meet Raya, a young Ukrainian woman whose life takes a dark turn. Along with her friend Luba, she becomes a victim of a horrific sex-trafficking ring orchestrated by someone close to them. After a harrowing escape with another girl named Irka, the duo finds refuge in a women’s shelter designed to support survivors of human trafficking. While investigating their plight, Kathryn uncovers the staggering operation behind a large-scale sexual slavery ring that involves international personnel, including Americans, shattering her understanding of the mission she joined.

In a race against time, Kathryn implores Raya and Irka to testify against their vile traffickers, offering them a semblance of safety in return for their courage. However, their path is riddled with obstacles. An apathetic UN official callously abandons Irka at the perilous border between Bosnia and Serbia, unable to produce the necessary passport. Though Irka is subsequently rescued by Kathryn, she is gripped by fear, hesitating to proceed with the trial. Meanwhile, in a cruel twist of fate, Raya is recaptured by the traffickers after a corrupt peacekeeper alerts them, leading to a brutal act of violence meant to instill terror among the other victims.

As Kathryn furthers her investigation and faces the towering bureaucracy of the UN, she discovers the depth of the cover-up designed to protect lucrative military and security contracts. Despite the daunting odds, she finds invaluable allies in Madeleine Rees, the head of the Human Rights Commission, and Peter (played by Ce Wang), an internal-affairs specialist who becomes a crucial part of her quest for justice. As Kathryn perseveres, she encounters threats and obstruction from her superiors, where Internal Affairs cases are systematically closed.

Despite the chilling setbacks — including a close encounter with Raya during a violent raid where she’s too frightened to flee with Kathryn — the stakes rise tragically when Raya is found lifeless, the victim of an unspeakable act by one of her tormentors, Ivan. In her resolve to expose the truth, Kathryn crafts an email detailing her findings, delivering it to fifty senior officials at the mission. The response? She finds herself unexpectedly fired.

Unwilling to surrender, Kathryn’s determination pushes her to infiltrate the premises of DynCorp to collect the evidence she needs. However, her encounter with Ward (played by Brett Cousins) becomes a suspenseful standoff, leading to a clever ruse that allows both of them to escape the looming danger. With her findings in hand, she seeks refuge in the United Kingdom, bringing her revelations to BBC News.
