Axel Foley, a no-nonsense Detroit detective, finds himself in hot water after his latest unorthodox sting operation gets derailed by two well-meaning but ill-timed uniformed officers, resulting in a chaotic citywide chase that leaves a trail of destruction in its wake. His superior, Inspector Douglas Todd, is left exasperated and threatens to can Axel unless he shapes up.

Axel's apartment becomes the scene of an unexpected intrusion when his childhood buddy, Michael "Mikey" Tandino, drops by uninvited. Mikey has managed to turn his life around since a stint in prison for a youthful indiscretion, landing a gig as a security guard in the luxurious streets of Beverly Hills courtesy of their mutual friend Jenny Summers.

As they grab a drink at a local watering hole, Axel's curiosity is piqued by Mikey's possession of German bearer bonds, but he chooses to let the matter slide. Tragedy strikes when they return to Axel's apartment, only to find two shady characters, Zack and Casey, brutally murder Mikey and leave him for dead.

Axel petitions Inspector Todd to assign him to investigate Mikey's senseless killing, but his request is flatly denied due to their close personal connection. Undeterred, Axel concocts a ruse to get himself assigned to the case, posing as a vacationing cop, and makes his way to Beverly Hills to dig into the mystery.

Axel tracks down Jenny at an upscale art gallery, where he uncovers Mikey's connections to enigmatic gallery owner Victor Maitland. Disguising himself as a florist, Axel pays Maitland a visit, only to be unceremoniously tossed out of his office by Maitland's burly bodyguards and slapped with a trespassing charge.

At the local police station, Beverly Hills Police Department Lieutenant Andrew Bogomil assigns Sergeants John Taggart and Billy Rosewood to keep an eye on Axel. Their initial encounter ends in humiliation when Axel temporarily disables their car. The three cops are initially at odds, but their professional respect gradually grows as they thwart a brazen robbery at a local strip club.

As Axel's investigation continues, he sneaks into one of Maitland's warehouses and discovers stacks of coffee grounds, which he suspects have been used to conceal drug shipments from police sniffs. He also uncovers evidence that many of the crates never made it through customs, hinting at a larger-scale operation.

As Axel's world crumbles around him, following another run-in with Zack at Maitland's exclusive country club, he desperately tries to convey the gravity of the situation to Bogomil - that Maitland is undoubtedly involved in illicit activities. However, before he can effectively share his concerns, Beverly Hills Police Chief Hubbard intervenes, having recently become aware of Axel's unorthodox investigative methods, and orders him to be forcibly removed from town. Undeterred, Axel persuades Billy to take Jenny to the warehouse instead, where a shipment is due to arrive that day.

Once inside the warehouse, Axel and Jenny stumble upon several bags of cocaine hidden within a crate. But before he can secure this newfound evidence for Billy's scrutiny, Maitland makes an unexpected appearance alongside his associates Zack and Casey. In a chilling display of brutality, Maitland takes Jenny captive and leaves Axel to face certain death. As Axel lies helpless, Zack reveals the shocking truth that he was the one responsible for Mikey's demise. Billy eventually intervenes, bursting into the warehouse with guns blazing in a desperate bid to rescue Axel from his precarious predicament.

Taggart tracks down Axel and Billy at Maitland's opulent estate, where they join forces to rescue Jenny and bring Maitland to justice. In a fierce and bloody confrontation, the trio takes down several of Maitland's henchmen, including Zack. With Bogomil's crucial assistance, Axel then delivers a fatal shot to Maitland, finally liberating Jenny from her captivity.

As the dust settles, Bogomil concocts an elaborate alibi for Hubbard, cleverly deflecting attention away from the Beverly Hills PD and its officers. Realizing that his extracurricular activities in Los Angeles will undoubtedly compromise his position at the Detroit PD, Axel asks Bogomil to smooth things over with Inspector Todd. When the possibility of establishing a private investigation practice in Beverly Hills arises, Bogomil hastily agrees to wipe the slate clean for Axel.

Later, as Axel checks out of his hotel, Taggart and Billy appear, bearing his bill. He invites them to join him for a farewell toast, which they graciously accept.
