In a quaint rural England garage, siblings Jeremy and Jermima Potts stumble upon an abandoned racing car with a storied past, having once participated in the European Grand Prix before its untimely crash in 1909. Their father, Caractacus Potts, a down-on-his-luck inventor, is beset by the children's pleas to acquire the vehicle, which they've grown enamored with. In an effort to raise the funds, Caractacus embarks on a series of failed entrepreneurial endeavors, until he finally finds success as part of a song-and-dance act at a traveling carnival. With his newfound earnings, he purchases the car and renames it "Chitty Chitty Bang Bang" due to its distinctive engine noise. The family's first outing in their new acquisition takes them on a picturesque picnic excursion to the beach, where Caractacus regales Truly Scrumptious, a wealthy woman with whom they've had prior encounters, with tales of the nefarious Baron Bomburst and his tyrannical reign over the fictional realm of Vulgaria. The Baron's obsession with capturing Chitty Chitty Bang Bang serves as a catalyst for the quartet to embark on a thrilling adventure.

As the story unfolds, Caractacus, Jeremy, Jermima, and Truly find themselves fleeing from Bomburst's pirates, who are determined to claim the magical car. In their haste, they inadvertently capture Lord Scrumptious and Grandpa Potts (Bungie), mistaking each for the inventor responsible for Chitty's remarkable abilities. The group soon finds itself on a fantastical journey as Truly and the children follow an airship carrying Grandpa Potts to Vulgaria, where Chitty Chitty Bang Bang miraculously sprouts wings and propellers, allowing it to soar through the skies. As they navigate this surreal landscape, they encounter the enigmatic Toymaker, who now serves the Baron, but secretly harbors a desire to aid the Potts family.

Meanwhile, Caractacus and the Toymaker embark on a perilous quest to locate Grandpa Potts, while Truly searches for sustenance. The children, however, are kidnapped by the sinister Child Catcher, a minion of the Baroness, who is hell-bent on capturing all children within Vulgaria's borders – a stark reminder of the harsh realities imposed by Bomburst's tyrannical rule.

As The Toymaker leads a daring rescue mission beneath the castle's ancient stones, Caractacus and Truly find themselves at the forefront of a rebellion against the tyrannical Baron. Under the guise of life-size dolls, they infiltrate the palace, accompanied by the Toymaker's ingenious scheme to free the townspeople's children from their captor's clutches. As chaos erupts in the banquet hall, Caractacus seizes the opportunity to outwit the Baron, allowing the villagers' offspring to reclaim their rightful freedom. The triumphant trio - comprised of Caractacus, Truly, and the Toymaker - then joins forces with Grandpa and Chitty to outmaneuver the palace guards, capturing the Baroness, the evil Child Catcher, and ultimately liberating the village from oppression.

With the dust settled, Caractacus concludes his tale on the beachside sands, bidding farewell to the enchanted realm they've left behind. A poignant encounter with Truly at Scrumptious Manor marks a turning point in their relationship, as Caractacus's inverted snobbery inadvertently underscores the class divide between them. Yet, upon returning home to the Potts family cottage, Lord Scrumptious presents Caractacus with an unexpected opportunity - purchasing his Toot Sweets invention for canine confectionery, rebranding it as Woof Sweets. As news of his newfound wealth spreads like wildfire, Caractacus hastens to share the excitement with Truly, and their love story takes flight. With a romantic kiss sealing their fate, Truly agrees to marry him. As they drive off into the sunset, their airborne vehicle defying gravity once more, Caractacus comes to appreciate the importance of pragmatism as they soar towards a brighter future together.
