As the Royal Hong Kong Police Force readies a high-stakes undercover operation to apprehend notorious crime lord Chu Tao (Chor Yuen), Inspector Chan Ka-Kui (Jackie Chan) finds himself at the forefront of the mission, alongside other undercover officers stationed in a gritty shanty town. However, when the criminals catch wind of the police presence, a heart-pumping car chase ensues, careening through the hillside slums with Ka-Kui hot on their heels. Undeterred by the chaos, he doggedly pursues his quarry, eventually bringing them to a standstill by threatening to neutralize the driver of a double-decker bus.

Following the operation's botched conclusion, Ka-Kui is taken to task by Superintendent Li for letting the situation get out of hand, only to be paraded before the media as a model police officer. His next assignment is to provide protection to Chu Tao's enigmatic secretary, Selina Fong (Brigitte Lin), a task that proves more complicated than expected.

Superintendent Li plays a masterful game, granting bail to Selina and insisting she meet with him alone, sans Chu's lawyer, in an effort to create the illusion that she has agreed to cooperate with the police in exchange for dropping charges against her. Initially resistant to Ka-Kui's presence, Selina eventually warms up after he orchestrates a fake break-in at her apartment by posing as a knife-wielding assailant.

Meanwhile, Chu Tao's lawyer convinces him to hire an assassin to eliminate Selina, setting the stage for a web of intrigue and deception. As tensions escalate, Ka-Kui arrives at his apartment with Selina in tow, only to be caught off guard by a surprise birthday party thrown by his girlfriend, May (Maggie Cheung), and her friends. However, May's anger simmers as she witnesses Selina clad only in lingerie and Ka-Kui's jacket, leading her to storm out of the scene. Despite this awkwardness, Ka-Kui later explains Selina's true nature to May, though not before a series of embarrassing mishaps drives her away.

In the midst of these events, Selina discovers the staged break-in at her apartment was a ruse and decides to cleverly record over her incriminating confession about working for Chu Tao, which took place during their earlier ride together. She slips away unnoticed while Ka-Kui sleeps, only to miss the trial the next day, where the prosecution's failure is ensured by Selina's absence and tampering with the recording.

As Chu Tao enjoys a temporary reprieve from confinement, his burning desire for retribution against Ka-Kui fuels his relentless pursuit of vengeance. In a calculated move, he seizes Selina and holds her hostage, threatening to silence her with brutal force unless she remains mum about their encounter. However, Ka-Kui's quick thinking allows him to rescue Selina, only to be ambushed by Chu Tao's cohorts in a brutal showdown. Just as the dust settles, Police Inspector Man (Kam Hing Ying) arrives on the scene, revealing a shocking truth: he had secretly colluded with Chu Tao all along, using Selina's capture as a ploy to ensnare Ka-Kui. The sinister plan unfolds further, aiming to frame Ka-Kui for murder by having Tao's men eliminate him with his own gun. Overnight, Ka-Kui transforms from a respected lawman into a fugitive cop killer.

Selina takes a daring gamble and infiltrates Chu Tao's office at the shopping mall, attempting to extract incriminating evidence from his computer system. However, her actions don't go unnoticed, as Chu Tao and his goons converge on the scene with malicious intent. Ka-Kui and May, monitoring Chu Tao's every move, hotly pursue them. The ensuing chaos ravages the mall, leaving destruction in its wake. Ka-Kui proves victorious against Chu Tao's henchmen, but not before they suffer a gruesome fate at his hands. Meanwhile, Selina inadvertently drops the briefcase containing the incriminating data to the ground floor, only for Chu Tao to snatch it back after pummeling May into submission.

Ka-Kui, perched atop the mall's upper floors, takes a daring plunge down a lit-up pole, landing with precision on the ground floor and closing in on Chu Tao. However, the authorities' swift arrival prevents him from exacting further justice. Selina provides crucial testimony, revealing that Danny Chu (Chu Tao) was responsible for Inspector Man's murder, and that the incriminating evidence lies within the briefcase.

As the stakes escalate, a high-powered defense attorney appears on the scene, leveling scathing accusations of police misconduct at Ka-Kui's head. Enraged by the audacity, Ka-Kui unleashes a merciless beating upon Chu Tao, only to have his friends intervene and put an end to the brutality.
