In the aftermath of 9/11 in 2002, Ray Kasten, a counterterrorism agent working for the FBI, partners with his friend Jessica “Jess” Cobb, an investigator for the Los Angeles district attorney’s office. Their paths cross with newly appointed ADA Claire Sloan, setting off a harrowing investigation. When they receive a call regarding an unidentified female body discovered in a dumpster near a local mosque—an area Ray had been looking into for potential terrorist connections—their world is turned upside down. Tragically, they soon learn that the victim is Jess’s 18-year-old daughter, Carolyn. Her body has been meticulously bleached, leaving behind no trace of the rape and murder that occurred.
Ray, who had intended to meet Carolyn to organize a surprise party for Jess but got held up by work obligations, is consumed by guilt over her untimely death. Meanwhile, Jess, overwhelmed by grief, contemplates leaving Los Angeles for good. As Ray assists Jess with packing away her belongings, he finds photographs from a picnic that reveal a disturbing sight: a young man fixated on Carolyn. Through meticulous investigation, Ray identifies him as Anzor Marzin, an informant connected to the terrorism investigation. However, DA Martin Morales shows hesitation in pursuing Marzin, concerned it might jeopardize their broader investigation.
As the narrative unfolds, Officer Reggie Siefert brings in a suspect, Aban Ghazala, but Ray quickly realizes Ghazala is not the true culprit. Pressured, Ray compels Siefert to confess that he had scapegoated Ghazala to shield Marzin. In a bid for justice, Ray and Detective Bumpy Willis locate Marzin at Dodger Stadium. A heated altercation ensues, with Claire confronting Marzin, inciting him to reveal his guilt before he attacks her. A furious Ray retaliates, but Morales intervenes, leading to Marzin’s unwarranted release. Following this, the police discover Marzin’s van, but Siefert insidiously destroys evidence to protect him.
Fast forward thirteen years, Ray—now the security chief for the New York Mets—returns to Los Angeles, reuniting with Claire, who has risen to the position of DA, while Jess has retreated socially since the tragedy. Ray believes he’s uncovered the identity of Marzin, now living under an alias as Clay Beckwith. The ensuing investigation spirals into violence, culminating in a shootout that results in Siefert’s death. Though Beckwith and his associates are apprehended, Jess remains adamant that Beckwith is not Marzin.
In a stark confrontation, Ray and Claire visit Jess at her remote farmhouse, where Jess reveals a chilling confession: she killed Marzin thirteen years prior, shortly after Ray’s departure. Following her revelation, Ray delves into her barn and uncovers that Marzin is indeed alive, confined in a cage for over a decade. Marzin pleads with Ray to convince Jess to speak with him. In a moment of visceral choice, Ray leaves his gun with Jess before stepping outside to dig a grave. The haunting sound of gunfire echoes as Jess executes Marzin, marking the end of an agonizing chapter as she and Ray reunite, finding relief in finally closing Carolyn’s case.
