As Pittsburgh homicide detective Thomas Hardy maneuvers through the perilous dynamics of his own precinct, he finds his solitude deepening after reporting his partner and cousin, Jimmy Detillo, for excessive use of force. This courageous act brands him a traitor amongst his colleagues, earning their disdain. On the way to the Policemen’s Ball, he and his father, Vincent, are interrupted by an urgent call about a serial killer dubbed the Polish Hill Strangler who has been sighted in downtown Pittsburgh. Believing the killer to be among the ranks of law enforcement, Thomas embarks on a quest for justice alongside his father. Tragically, their pursuit culminates in an accident that leaves Vincent gravely injured, while the Strangler remains elusive. Following this harrowing event, Douglas Kesser is arrested in connection to the murders, yet Thomas’ instincts tell him otherwise.
Fast forward two years, and Thomas finds himself demoted to the River Rescue Squad, his promising career now reduced to shambles. Struggling to cope with the loss of his father while battling his personal demons, he is shaken when a body dump leads him to discover the victim is an ex-girlfriend. With the resurgence of the Strangler’s grisly methods, Thomas delves deeper into uncovering the truth, finding a steadfast ally in his new partner, Jo Christman, who, despite her calm demeanor, carries an empathetic understanding of his burdens.
As the body count increases and the Strangler’s signature reemerges, Thomas becomes obsessed with cracking the case, convinced that the killer is nearer than anyone suspects. His uncle, Captain Nick Detillo, is doubtful of Thomas’ theories, yet he remains undeterred, breaking into the precinct to obtain the Strangler’s file for his own unauthorized investigation.
A climactic confrontation unfolds at the Policemen’s Ball, where Thomas faces the very officers who ostracized him. Just as the situation threatens to spiral out of control, Jo steps in to deescalate the confrontation. Back at home, she takes decisive action against Thomas’ self-destructive behavior by disposing of his whiskey, ultimately leading to an intense and vulnerable moment between them. However, unbeknownst to the pair, they are under the watchful eye of an unseen voyeur.
During a river patrol, Thomas and Jo encounter a shocking scene as they witness an individual attempting to dispose of what seems to be a wrapped body from a bridge. Convinced that Jimmy’s brother Danny seeks vengeance for past wrongs, Thomas pursues him, only to find himself at the Detillo family cabin, handcuffed alongside Emily and Danny. A shocking surprise awaits as they uncover that the real killer is none other than Jimmy, who has miraculously survived his previous plunge into the river.
As confrontations reach a fever pitch, Nick implores his son to surrender, while Jimmy threatens to harm Emily, raising the stakes of this tense encounter.
