A group of terrorists, under the leadership of Commander Topov, plots a sinister abduction of the Ukrainian prime minister’s children, demanding the release of their imprisoned allies within a tight time frame of 72 hours. They seize control of the Chernobyl Nuclear Power Plant, posing a grave threat by threatening to detonate it if their demands are unmet. Among these terrorists lurks an experimental Next-Generation UniSol (NGU), played by Andrei Arlovski, who has been clandestinely introduced to the group by rogue scientist Dr. Colin.
As the situation escalates, U.S. forces ally with the Ukrainian army but soon find themselves overwhelmed when the NGU crushes most of their defenses with ease. To combat this formidable foe, Dr. Porter, a former partner of Dr. Colin from the Universal Soldier initiative, resurrects four UniSols. However, their resurrection proves futile as they are systematically picked off.
Former UniSol Luc Deveraux, currently in rehabilitation therapy in Switzerland with Dr. Sandra Fleming, is called back to duty by the military. As the clock ticks down, the prime minister decides to comply with the terrorists’ demands, prompting a moment of celebration among them as they deactivate the bomb. However, Dr. Colin harbors darker intentions, feeling that his mission is incomplete. He releases a new weapon: a cloned and enhanced version of Andrew Scott, who is Deveraux’s old enemy. Scott’s volatile nature unexpectedly leads to his demise as he turns on Dr. Colin after killing Topov, and revives the bomb to add chaos to the mix as he sets out to find the kidnapped children.
In the chaos that erupts, Capt. Kevin Burke is sent in to navigate the hazardous plant and rescue the prime minister’s children. His mission sees initial success as he locates them and attempts to lead them to safety. Tragically, Burke meets his end fighting the NGU, who fatally wounds him in the struggle.
With only 30 minutes left on the bomb timer, a reinvigorated Deveraux enters the fray, battling through terrorists with fierce determination. He ultimately confronts the children, who are cornered by Scott, leading to an intense and brutal showdown. Deveraux, tapping into his training and fighting spirit, impales Scott with a lead pipe and finishes him off with a shotgun blast to the head.
Just as Deveraux thinks the threat has passed, the NGU reappears, leading to a final confrontation at the bomb site. With time almost up, an intense struggle ensues as Deveraux manages to disarm the detonator from the NGU and attaches it to its back just as they both leap from danger. In a climactic explosion, the NGU meets its demise, taking the detonator with it.
As U.S. soldiers secure the area to rescue the children, Deveraux slips away, leaving behind the chaos. Burke’s body is subsequently placed in a cryogenic chamber among other clones, highlighting the eerie loss and the relentless progression of the UniSol program in Langley, Virginia.
