As Evelyn works to mend the rift between Chicago’s factions, the architects of Jeanine’s coup are brought to justice for their misdeeds, while Johanna steps away from the struggle, taking many newly initiated Allegiants with her. In a bold move, Tris and Four execute a daring escape from the city, managing to free Caleb (Ansel Elgort), Tori, Christina, and Peter from their captors. With the menacing Edgar’s Factionless guards on their trail, they narrowly navigate the perilous wastelands, but their temporary safety is disrupted when advanced technology whisks them away to the mysterious Bureau of Genetic Welfare, a city concealed by an impenetrable cloaking shield.

As the group becomes acclimated to their new environment, they discover that the Bureau’s origins are deeply entwined with the catastrophic Purity Wars, ignited by dangerous genetic experimentation. These reckless endeavors, undertaken in remote ruined cities, aim to cultivate a naturally pure genome – a feat that Tris has accidentally achieved. While Caleb and Peter are assigned to surveillance teams keeping watch over Chicago, Christina and Four receive military training under the auspices of Nita. Eventually, Matthew introduces Tris to David, the Bureau’s enigmatic leader, who gifts her a device enabling her to experience her mother’s past, unveiling an astonishing tale – her mother was rescued from the wastelands as a child and later volunteered for the Chicago experiment.

As Caleb alerts Tris to rising tensions between the Allegiants and Factionless in Chicago, she vows to help David, provided he is willing to intervene in the escalating conflict. However, Four’s concerns grow when he learns of the Bureau’s dark practice of abducting children and erasing their memories. He warns Tris, but is interrupted by David, who insists she continue supporting the experimentation. Ultimately, Four pleads with Tris to leave the Bureau and join him in putting an end to the violence. To his dismay, she opts to stay with David, who promises to send Four back to Chicago, along with Matthew and a team of Bureau soldiers.

During their journey back, Matthew discreetly conveys to Four that David has ordered his execution. As they approach their destination, Four takes decisive action, eliminating the soldiers around him, yet a crash leaves him isolated. In an act of defiance, Matthew provides Four with a device that will allow him to break through the cloaking shield before returning to the Bureau, secretly tipping off Tris about the unfolding truth.

As Tris seethes with anger, she confronts the council about their callous disregard for the chaos erupting in Chicago. Her vehement critique highlights the futility of the council’s demarcation between “pure” and “damaged,” comparing it to the factions they aim to dissolve. The realization that David holds control over Chicago further inflames Tris, prompting her to sever ties with the duplicitous leader.

Joined by Caleb and Christina, Tris seizes David’s hovercar, determined to return to Chicago and halt the ongoing violence. Amidst this, Nita’s covert support facilitates their escape, indicating a growing discontent within the Bureau regarding David’s authoritarian rule.

Once back in Chicago, Four finds himself captured by the Factionless, who confront him with a stern reprimand from Evelyn – the driving force behind his fervent call to end the senseless bloodshed. As Tris, Caleb, and Christina converge, they witness the city’s chaotic decline, with the Allegiant’s full-scale assault only exacerbating the turmoil.

At the Bureau, David engages in a dubious pact with Peter (Miles Teller), trading his ascent for the promise of deploying a secret stockpile of amnesia gas. This gas is intended to erase memories and create peace by silencing the factions. Evelyn agrees to this deal, leading Peter to escort her to a hidden vault, all while being blissfully unaware of the scheming unfolding around her.

As Four, Tris, and Christina traverse the treacherous landscape, they muster a courageous effort to avert the impending gas assault, ultimately persuading Evelyn to halt the operation. Nevertheless, Peter, frustrated with the situation, resorts to shooting Evelyn in the leg before making a hasty retreat back to the Bureau. This betrayal is bitter, but Four pledges to take revenge on the treacherous Peter.

Just in time, Caleb arrives to assist Tris in disabling the gas distribution hub. They regroup atop the Erudite building and watch with satisfaction as David’s hovercar makes its autopilot return to the Bureau. In a bold move, Tris broadcasts a message to the world, dismantling the Bureau’s veil of secrecy by revealing its existence and outlining Chicago’s role in the genetic purity experiment. Her declaration sends a powerful message: Chicago will no longer be their playground.

Finally, in an act of rebellion, Caleb detonates explosives secretly stashed within the hovercar, disrupting the cloaking shield and exposing the Bureau to the world. As the dust settles, Tris stands victorious, her call for truth and freedom echoing throughout the city.
