In 1982, a spirited 10-year-old, Gracie Hart, unexpectedly intervenes in a schoolyard tussle between two boys, one of whom she has a crush on. After her brave act leaves him embarrassed, he rejects her, prompting Gracie to deliver an indignant punch and storm off, inadvertently setting off a sequence of events.

Fast forward 18 years later, and Gracie has evolved into a tough, no-nonsense 28-year-old special agent for the FBI. In the midst of a tense sting operation targeting Russian mobsters, she deviates from established protocol to save a mob leader choking on his food, but this reckless decision places her fellow agents in jeopardy. As a consequence, Gracie finds herself demoted to the mundane task of desk duty, crunching numbers rather than battling criminals.

However, when a bomb threat surfaces from the infamous domestic terrorist known as “the Citizen,” set to disrupt the upcoming Miss United States beauty pageant in San Antonio, Texas, Gracie’s exceptional skills are urgently needed once more. Her partner, Eric Matthews, leads the mission, but it is Gracie’s resourceful insights that play a crucial role in solving the crisis. In a daring move, Eric proposes that Gracie assume the role of an undercover contestant to replace Miss New Jersey, who is slated for disqualification.

As Gracie embarks on her unexpected mission, she is mentored by Victor Melling, a meticulous beauty pageant coach determined to transform her into a refined “lady.” Initially resistant to the idea, Gracie gradually comes to admire Victor’s precise techniques. Seizing an opportunity during a night out with fellow contestants, Gracie investigates Cheryl’s past, unearthing a series of clues that suggest Kathy might be a “Citizen” copycat. When she shares her suspicions with Eric and the rest of the team, they are stunned to discover that their primary suspect has been apprehended on unrelated charges, leading their superior, Harry McDonald, to abruptly terminate the mission. Unwilling to give up, Gracie finds herself rebuffed by Eric and the team as they leave for home.

Meanwhile, Victor unveils a shocking truth: Frank is indeed Kathy’s son, concealing a criminal history from the FBI. This shocking revelation prompts Eric to return to Texas against FBI orders to further investigate.
